SOUGHT to provide Research and Development accelerated aging tests and
analyses on long-term degradation during dormant (10- to 20-year)
storage in order to assess the potential of detonator failure during
the life cycle of the Multiple Event Hard Target Fuze (MEHTF).
PerkinElmer Optoelectronics (PEO), P.O. Box 529, Bldg 63, Miamisburg,
OH 45343-0529 (POC: Dr. Barry Neyer, 937-865-5586) is thought to be
uniquely capable of performing this task. PEO developed the high-G
shock hardened version of the commercial Blue Chip _ slapper detonator
under contract F08630-99-C-0003 for the AF Research Laboratory,
Munitions Directorate, Advanced Guidance Division (AFRL/MNMF).

synopsis publication. This synopsis is for information and planning
purposes only, does not constitute an IFB or RFP, and is not to be
construed as a commitment by the Government. Firms responding to this
synopsis should state whether they are, or are not, a small business
concern or a small disadvantaged business concern as defined in FAR

been appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
Contracting Officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
process. Matters of a routine or administrative nature concerning this
acquisition should not be addressed to the Ombudsman but rather to the
