Systems Command intends to contract for studies and analyses to improve
safety and readiness and increase mission effectiveness for AV-8B
Pegasus engine. NAVAIRSYSCOM intends to procure these services from
Rolls-Royce of Bristol, England. Rolls-Royce is the sole manufacturer
of the F402 series engines. Rolls Royce is the only firm with the
requisite knowledge and expertise to perform the effort. These services
will be procured in accordance with a Memorandum of Understanding and
a Letter of Implementation between the United States Department of the
Navy and the United Kingdom Ministry of Defence. The period of
