ARCHITECT AND ENGINEERING DESIGN SERVICES for the design and
construction of a new Federal Courthouse to house the U.S. Courts and
Court-related agencies in Richmond, Virginia. The pre-proposal
conference was held today in Philadephia. Here are the questions and
answers as well as the attendees from the private sector. QUESTIONS AND
ANSWERS: 1. With regard to the Richmond Courthouse Design Excellence
proposal, would it be possible to alter the SF 255 and SF 254 forms so
they are vertical instead of landscape? We would keep all the
information, just re-orient the page. The SF254 and SF255 are only
required in Stage II. 2. With regard to past performance and lead
designer's portfolio, can the design be completed or does the building
actually have to be occupied GSA prefers the buildings to be occupied.
3.The announcement mentioned the site would be within the Central
Business District. Has there been any analysis of specific sites or
will that task be part of the scope for the design team. I am planning
a trip to Richmond tomorrow and was wondering if there were a few
sites that had been mentioned as possibilities.Just what was published
in the CBD announcement. 4. Should the one-page write-up on outreach
efforts to include small, small-disadvantaged, women-owned, and HUBZone
businesses be included with this submittal (due 7/18) or with Stage II?
Stage II 5. Must a standard 255/254 (Sections 1-11) be included in
addition to the 3 items listed in the CBD announcement (Past
Performance on Design; Lead Designer Portfolio/Profile; and Philosophy
& Design Intent)? Or is the 255/254 submission a part of Stage II?
From CBD Advertisement: "In Stage II, the short-listed A/E firms shall
develop the entire project team, including the A/E design firm
selected in Stage I, its lead designer, and all the consultants on the
project. These A/E firms shall submit Standard Forms 254 and 255 that
reflect the entire project team." 6. In Stage 1, Question 2 refers to
a Lead Designer Profile/Portfolio. Is it allowed to show a studio of
two or more designers? We will accept a studio of two or more designers
that have collaborated together before. GSA prefers all three past
projects be completed with the same proposed designers. 7. Is it
possible to get more of an accurate street address for the proposed
site of the Richmond courthouse? The site dimensions given in the RFP
covered a large area? Refer to the CBD announcement for delineated
area. "The site will be located in the Central Business District of
downtown Richmond, VA. The Central Business District is demarcated by
Broad Street to the north, the James River to the south, 14th Street to
the east and 2nd street to the west." 8. Is there a specific site now
selected or is there a number of specific sites under consideration
within this Downtown Richmond area? If so, how may I get them
identified? Not available at this time. 9. Is the feasibility study
available for our review? If so how may I get access to it? Not
available at this time. 10. In the submission requirements, in addition
to the four design excellence responses, you require an SF-255. Which
sections of the SF-255 require completing? Specifically, should we
include more section 8 projects, write section 10, include section 7
resumes or refer to bios in design excellence sections? SF254 & SF255
are required for STAGE II only. 11. We are requesting that the GSA
allow the Lead Designer portfolio to include either (2) graphic pages
and (2) narrative pages as requested, or (3) graphic pages and (1)
narrative page. We believe that this additional flexibility with the
graphic format will make the proposal more consistent overall and
easier for the GSA to review? GSA has reviewed your request and no
changes will be made to the original Stage I requirements. 12. Do all
members of the evaluation board vote? Yes 13. Will all members of the
evaluation board be the same throughout the process? Yes 14. Has an EIS
been done for the general area? No 15. Is an EIS required? Yes 16. Is
an EIS part of the A/E scope of work? No, GSA will complete an EIS
under a separate contract. However, the need to comply with the
findings of the EIS will be part of the A/E scope of work. 17. You ask
for 3 8" x 10" graphics. Can we put 2 graphics on 1 page? Yes 18. In
one place GSA refers to 8" X 10" size. Can we use 8.5" X 11" and is
either ok for the Stage I submission? Yes, you can submit either size.
GSA prefers graphic sizes to be approximately 200mm x 250mm. 19.
Regarding site selection, what aspects of urban environment will be
taken into account? GSA prefers not to elaborate on the information in
the CBD announcement of June 9, 2000. 20. The CBD mentions Urban
Planning objectives. Is there a master plan for the city of Richmond,
VA? Yes, there is a master plan. Contact the City of Richmond, VA. 21.
Will site selection affect the construction budget? Is demolition of
existing structure part of the construction budget? No 22. CBD mentions
requirement for parking spaces? Currently, the program calls for 64
secured parking spaces. 23. Will the project include an
Art-in-Architecture component? Yes 24. For the sake of creativity, can
we vary the number of pages devoted to graphics and to narrative? No,
the format for submission for Stage I will be as it is specified in
the CBD announcement. However, a limited amount of text could appear on
