commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued.
Solicitation N61339-00-Q-189R is issued a request for quote and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-17. This solicitation is a 100% small business
set aside. The SIC Code for this solicitation is 8734 with a size
standard of $5.0M. This requirement is to establish a contract to
support the Radiographic Testing (RT) certification requirements of the
Super Welder Course (CIN A-701-0027). Welds are performed by students
under the Homeport Training (HPT) Program at the Pearl Harbor Naval
Shipyard training facility, Pearl Harbor, HI. The contractor shall
conduct Class 1 RT/x-rays of welds performed by HPT students and
provide documentation of test results. Contractor personnel conducting
the testing/x-rays shall be qualified to perform radiographic testing
in accordance with MIL-STD-2035A (paragraph 5, radiographic
inspection, class 1 acceptance standard for welds) or equivalent. Class
schedules containing the testing periods for each type of certification
will be provided to the contractor not later than one month prior to
each class convening. Class length is 14 weeks. The contractor shall
verify with the Navy the exact days and times that testing/x-rays shall
be performed one week prior to class convening. Class convenings are
estimated at two per year. Class size is estimated at 6 per class. The
first class is estimated to convene from 5 Sep 2000 to 22 Dec 2000.
The second class is estimated to convene from Feb 2001 to May 2001.
Follow-on class convening schedules will be provided by Jan/Feb 2001.
RT certification requirements include 3 exposures (horizontal,
vertical, overhead) per student plate certification and 4 exposures (2
ea Hor. and 2 ea vert.) for pipe certification for a total of 54 per
class. 25% reject rate is estimated. The test assemblies shall be
evaluated within 64 hours of pickup to allow for retest of a student as
necessary. Retest assemblies shall be evaluated within 24 hours.
Inspection requirements include performing and reading the radiographs
and completion of certification documentation in accordance with
MIL-STD-2035A 2035A (paragraph 5, radiographic inspection, class 1
acceptance standard for welds). The contractor shall pickup the test
assemblies at the designated shipyard building number 92 each Friday
afternoon at 1600 hours. Test results documentation and test assemblies
will be returned to the designated shipyard building at 0800 hours on
the next Monday morning. This test schedule is for the first 5 weeks of
the class or as coordinated with PHNSY Welding School instructors when
these days fall on a holiday. No RTs will be performed during sessions
3 and 4 (5 week period), but the RT schedule will resume in sessions 5
and 6 (last 4 weeks) of the class. The contractor shall submit the
test results and certification documentation to the Navy HT"C" School
Instructor, HT1 Wells (or his designated replacement in his absence or
rotation), located at the PHNSY Welding School, Bldg. 92. Test results
shall be submitted via hardcopies per contractor industry standard
format or reasonable facsimile. Information which must be included in
this documentation are: Name/ Rank; Date; Test Assembly/ Joint ID
Number; Base Material Type (e.g CS, Cres, Nicu, etc.); Position (e.g.
Horizontal, Vertical, Overhead); RT Disposition (e.g. Pass/ Reject).
For Rejects, additional information such the RT Tracer showing exact
location of defects and a brief description/type of defects are also
required. The Government will have one (1) day to review each
deliverable and provide comments in electronic form, if any, to the
contractor. The contractor shall have one day to resolve the government
comments/issues to the certification documentation. If no comments are
provided within the one-day review period, the document will be
considered accepted by the Government as submitted. A Navy Base pass
shall be required for contractor personnel assigned to pickup and
return test assemblies. Base passes may be obtained from the Base Pass
& ID office, Pearl Harbor Naval Base (just outside the Nimitz Gate),
Pearl Harbor, Hi. 96860 (808) 474-9140. Interested vendors shall
identify their: a. qualifications, certifications to perform RT plate
and pipe certification and documentation; b. capability to meet the RT
evaluation schedule; c. quotes/price for RT services. Cost is to
include pickup and delivery of test plates, testing and documentation
per MIL-STD-2035A or equivalent, and retests. Identify your projected
cost escalation over five years from September 2000 through August
2005; d. experience in meeting MIL-STD-2035A specifications or
equivalent. Provide examples of past/present experience in providing RT
services to the Military, other DoD contracts, or to industry. The
following FAR/DFARS provisions and clauses apply to this acquisition:
52.212-1, 52.212-2; the following evaluation factors apply: Technical
capability and past performance when combined are slightly more
important than price in determining the best value to the Government.
Technical capability is more important than past performance. 52.212-3:
(b),(c),(1)(2)(3), (d),(e) and (h). 52-212-4 (paragraph (i) applies,
however, payment is by credit card; paragraph (m) does not
apply).52.212-5 (DEV); 252.212-7000, 252.212-7001 the following apply
