US Dept of Veterans Affairs is planning to negotiate a sole source
contract with the AGFA Division of Bayer Corp for maintenance and
repair of the AGFA Picture Archiving and Communications System (PACS)
at the VA Medical Centers in Iron Mountain MI, Tomah and Milwaukee WI,
and North Chicago and Hines IL, for the period 7/16/00 -- 7/15/01,
plus four, one-year, options to renew. This system enables all these
medical centers to do remote, electronic access of patient imaging
studies at all sites and to do remote diagnosis and electronic transfer
of the studies between each site. This is considered to be a sole
source because the technology is so new and complex, because the system
is still being configured and upgraded, because maintenance manuals
have not yet been completed, and because of the criticality of the
system, which the VA must be able to access 24 hours per day, 7 days
per week, in order to do patient diagnoses. Due to these factors, only
the manufacturer, AGFA, can reasonably be expected to have the
necessary expertise to repair and maintain this system. Other sources
who believe they have the capability to repair and maintain this system
must furnish information about their capabilities, including
references, to this office by no later than 4:30 PM on July 13, 2000.
