A two-step bidding process will be used for the selection of a subcontractor to perform operation and maintenance services at the MacGillis & Gibbs Site in New Brighton, Minnesota. The Contractor is CH2M HILL, Inc. and the project is funded by the U.S. EPA under CH2M HILL's prime contract 68-W6-0025. The project consists of furnishing all labor, supervision, tools, materials, incidental engineering and transportation necessary for the operation, maintenance, and repair of the groundwater treatment systems. The work shall include, but not limited to pumping, treatment, and discharge of groundwater; corrective and preventive maintenance and repair of the systems; water testing; and completing records and reports. The project cost is estimated to range from $175,000 to $250,000 per year. The subcontract will consist of a 2-year base period with a 1-year option period (3-year potential total) with work commencing on September 30, 2000. Under the two-step bidding process, interested bidders will submit a separately sealed technical proposal and a sealed pricing proposal. Company experience, project manager experience, operator experience, technical approach, health and safety policies/records and financial records are some of the factors that will be evaluated. Only those bidders whose technical proposals meet the RFP requirements will be eligible for Step Two. During Step Two, the pricing proposals of eligible bidders will be opened and the award will be made to the lowest responsive and responsible bidder.
