The National Cancer Institute (NCI) anticipates issuing a Request for
Quotation for an Executive Placement Service and is primarily
interested in organizations which have worked with Federal Government
Agencies and in particular, organizations which have experience in
filling executive positions in the scientific areas of behavioral
sciences, clinical and genetic epidemiology and cancer genetics. The
provided suplies and/or servies are commercial as defined in FAR Part
2, and this acquisition is being made in accordance with the test
program for using simplified procedures for certain commercial items as
authorized in FAR 13.5. The contractor will be required to provide a
search plan, develop recruitment materials, conduct interviews and
provide recommendations in accordance with the Statement of Work. Full
details of this requirement will be included in an RFQ package. The
procurement will be conducted pursuant to the authority in FAR Part 12.
The Division of Cancer Control and Population Sciences (DCCPS) requires
assistance in identifying potential candidates for four Senior Level
Branch Chief positions located in various branches within DCCPS. The
position descriptions for three of the Branch Chief vacancies shall
require the same types of responsibilities and duties. These positions
are located in three separate branches within DCCPS: Applied Cancer
Screening Research Branch, Health Promotion Research Branch, and
Clinical and Genetic Epidemiology Research Branch. A brief summary of
the duties for three of the positions are as follows: The Branch
Chiefs, plan, develop, coordinate and administer national programs that
support the research. They serve as spokespersons for the Program, the
Division and the Institute, on specific matters relating to cancer.
They plan and direct the programs of the Branch, including the
establishment of goals, operation plans and scientific direction,
program management and monitoring. Finally, they determine the
resources required to achieve the goals and objectives of the Branch,
provide technical guidance/leadership and administrative supervision
and direction to professional and support staff, and responsible for
furthering the goals of Equal Employment Opportunity (EEO). The fourth
Branch Chief position is located in the Prevention and Control
Extramural Branch, Behavioral Research Program. A brief summary of the
duties for this position are as follows: Serves as the Cancer Control
Research Scientist responsible for scientific leadership of the
extramural grant program of research within the Cancer Control Research
Program. Responsible for planning, implementing, evaluating extramural
programs, providing leadership and direction for programs of national
and international scope and impact, in areas of need. Maintain an
inventory of cancer control research literature and improving research
capabilities of the extramural community. Provide technical
assistance, and integrate the work of others in the Branch, Division,
and the Institute who are leading related areas of researchgrants. The
search firm will be expected to meet with NCI senior management on two
or three occasions, to conduct a national screening and search, to
recommend potential candidates for each position and to provide
associated documentation and support. The Government anticipates
issuance of a single fixed price type purchase order, and a performance
period of three (3) months. This acquisition is set-aside for small
business. The Standard Industrial Code is 7361 and the business size
