Summary Description: The project includes but is not limited to the
following Work: The project consists of the renovation/addition of
Building "S" which is an existing unoccupied building previously used
as a maintenance facility, warehouse and printing facility into a state
of the art computer based simulation training facility. During normal
day to day operations the areas surrounding the facility will remain in
use. Disruption of any utility will require coordination between the
Contractor and the Project Officer. The work in general includes
selective interior and exterior demolition, construction of a new
9,000+ sf addition. Site preparations include storm water and sediment
and erosion control, new sanitary and storm water sewer systems.
Concrete sidewalk, curb, curb and gutter, maintenance slabs, bituminous
asphalt pavement, and associated pavement markings, traffic control
signs, etc. New construction shall include new concrete footings, slab
on grade, cmu and brick exterior walls, steel framed roof support
structure. Project includes limited hazardous material abatement for
lead born paint and small quantities of suspected asbestos. Project
shall consist of installation of new and reuse of existing utility
services to the building, new interior and exterior doors, new windows,
interior partitions, various floor finishes to include raised flooring
systems, insulation, vapor barrier, rest rooms, suspended ceilings;
new HVAC and plumbing systems, new sprinkler systems, addition of smoke
free dampers, condensate drain lines, water fountains, etc. Complete
new electrical service to include connecting into existing 12,470V
primary service loop, installation of high voltage sectionalized
switch, installation of government furnished transformer and all new
secondary service for the facility. New electric service includes new
panelboards, lighting, motors, motor starters, energy management
control system (with manual back-up), energy-efficient lighting
(interior and exterior), uninterruptible power supplies, telephone and
communications systems, alterations/additions to addressable fire
detection system by Pytronics, complete with ADA-compliant enunciators
and programming of new devices (and deletion of devices removed) into
central fire computer. Work also includes new telephone and
communications cabling in raceways with terminations in other
facilities on the campus. New audio-visual and sound system pre-wiring
and installation of GFE. Work also include installation of Local Area
Network cabling and fiber optic cabling between facilties,
installation of intrusion detection system cabling and GFE components.
The work shall be completed within 270 days after notice to proceed.
The estimated cost range is between $1,000,000.00 and $5,000,000.00.
The Invitation for Bid (IFB) package will be avilable on or about
August 4, 2000, with an anticipated bid opening on or about September
7, 2000. A site visit will be scheduled on or about August 17, 2000, at
10:00 a.m. All dates are tentative and will be verified in the IFB
package upon its release. This procurement is a 100% small business
set-aside, the size standard being $17 million (SIC Code 1542). If a
business including its affiliates has an average sale, or receipts, for
its preceding three (3) fiscal years in excess of $17 million, the
business is not classified as a small business. There will be a $40.00
non-refundable fee, payable by certified check or money order for the
plans and specifications. Checks and money orders must be made payable
to the "U.S. Fire Administration", referencing IFB #EME-2000-IB-0085.
