CONTRACTORS OF A FORTHCOMING SOLICITATION PROVIDE FIRE SUPPRESSION
SYSTEM IN BUILDING 70121 AT THE NAVAL AIR WEAPONS STATION, CHINA LAKE,
CA The contractor will be required to furnish all labor, materials,
tools, equipment, and supervision required to provide fire suppression
system in building 70121 in accordance with NFPA 2001. Work includes
working around existing radio and radar equipment, access to the range
will be inhibited by testing schedules, construction within the
building shall be allowed during non-operational hours, non-operational
hours are Friday, Saturday, or Sunday, normal building operation is
Monday through Thursday from 6:30 A.M. to 4:30 P.M. The contractor
shall provide a complete clean agent fire extinguishing system, clean
agent fire extinguishing system shall be a two-zone, single panel
system, the system shall include all design, materials, storage
cylinders, and controls for main supply systems, the system shall also
include all design, materials, controls, cylinders, and changeover
connections for the reserve systems, device locations shall be located
in accordance with NFPA 72 and NFPA 2001, building enclosure shall be
in accordance with NFPA 75, provide and install additional horn/strobe
units and upgrade existing Radionics system as necessary, provide and
replace existing 800A molded case switch with a new 800A 25KAIC circuit
breaker with built in 120 VAC shunt trip and ground fault protection in
according to the plans and specifications and in accordance with
applicable regulations, The work includes all related work, complete
and ready for use including cleanup. Performance time is 90 calendar
days. The tentative issue date is on or about 22 August 2000. Potential
bidders should request IFB N68711-99-B-3307 over the Internet at
http://www.esol.navfac.navy.mil as an Electronic Bid Solicitation
(EBS). Plans and specifications will be available approximately 15 days
after the Procurement Notice appears in the CBD. No paper copies will
be available. The response time required by FAR 5.203 will begin on the
date of issuance of the EBS solicitation. EBS solicitation packages may
be acquired by registration and download at the Internet EBS Web Site.
This office anticipates that most of the administration of the
contract will be via paperless transmissions. It is preferred that
interested contractors have the capability to transmit and receive all
actions required in the contract electronically. Notification of any
possible changes to this solicitation (amendments) shall be made only
on the Internet at the above WEB address. No deposit is required for
this solicitation. This is a public bid opening. This project is
unrestricted. See the solicitation for the proper address for delivery
of bids. Bids will be considered from all responsive, responsible,
registered sources. Bid results may be obtained on the Internet site 24
hours after the bid opening. All prospective offerors must register as
plan holders on the EBS Web Site for this project. Plan Centers are
also required to register. Plan holders lists will not be mailed or
faxed and will only be available at the EBS Web Site. The Official Plan
Holders list will be maintained on and can be printed from the EBS Web
Site. All requests on the Web Site must include (1) complete
solicitation number and project title and (2) company name, point of
contact, address, phone number, and e-mail address of the registering
company. Each company must identify whether their firm is a small
business, small disadvantaged business, or large business and if the
firm is a woman-owned business. Contractors are required to register
with the Central Contractor Registration (CCR) at
http://www.ccr.dlsc.dla.mil. The SIC Code is 1731. The related small
business standard is $11.5 Million. This is a Firm Fixed Price
