17. The U.S. Coast Guard Aircraft Repair & Supply Center intends to
issue a delivery order against the existing Basic Ordering Agreement
with Raytheon TI Systems Inc., N00383-98-G-006J, to procure Five (5)
each Circuit Card Assembly, NSN: 5999-01-256-7821, P/N: 2849617-1. This
procurement is sole source to Raytheon TI Systems. Exceptions to this
determination must submit written responses not later than 1600 on 21
August 2000 and should include Prices and Technical Data Sufficient to
determine Capability. No telephone calls will be accepted; however,
faxes may be submitted to (252) 335-6452. No award will be based on any
offer or proposal received in response to this notice. No solicitation
document exists. Notice to Offerors: It is the policy of the Coast
Guard to issue solicitations and make contract awards in a fair and
timely manner. To further this policy, the Commandant has created the
position of Solicitation Ombudsman who is empowered to investigate
issues raised by prospective offerors and resolve them, where possible,
without expensive and time consuming litigation. Potential offerors who
believe that a Coast Guard solicitation is unfair or otherwise
defective should first direct their concerns to the cognizant
contracting officer. If the contracting officer is unable to satisfy
the concerns, the offeror should then contact the Coast Guard
