301-402-3070 Under authority of U.S.C. 253(c)(1), FAR 6.302-1 the
National Institutes of Health (NIH), Bethesda, Maryland intends to
negotiate a contract with Applied Photophysics Ltd., %US Intercept
People, PO Box 3345, New York, NY 10008. Any response must be received
in writing within fifteen (15) business days from the published date
of this notice. The intended procurement will be classified under SIC
3826, Laboratory Analytical Instruments, with a size standard of 500
employees. This requirement is for a Spectrometer system. The
contractor shall furnish, install and provide training. This system
shall include, but not be limited to, the following performance
characteristics, features, and pertain to the following components: (1)
Pneumatic Syringe Drive: The stopped-flow system shall use pneumatic
drives for mixing syringes such that there is no error in mixing rates.
(2) Time Resolution of Analog-to-Digital-Converter: The minimum
analog-to-digital conversion time shall be no greater than 10
microsecond or themaximum analog-to-digital conversion rate shall be no
less than 100,000 Hz. (3) Minimum Wavelength Step Size of
Monochromator: In the equilibrium mode, the wavelength resolution shall
be no greater than 0.1nm for a single step of the double grating
monochromator. (4) Spectral Range: The usable ultraviolet range of the
instrument shall extend down to at least 180nm and the near infrared
range shall extend to at least 900nm. (5) Repeatability: The
repeatability of optical density measurements shall be at least +/-
0.001 OD for both equilibrium and kinetic measurements over the entire
useful spectral range, 180 to 900nm. (6) Multiple Wavelengths: In the
stopped-flow mode the instrument shall be capable of acquiring any of
the three types of spectral data at multiple user-specified
wavelengths in a single computer-controlled operation. (7) Global
Analysis: The instrument shall include programs for analyzing all forms
of data (equilibrium and kinetic) as an integral component of the basic
operation software. The analysis software shall include global analysis
of multi-wavelength data with singular value decomposition and reaction
simulation capability. (8) Logarithmic Time Base: The instrument shall
be capable of acquiring spectral data using a user-specified
logarithmic time base. (9) Noise-Time Correlation: The instrument shall
be capable of performing noise-time correlation analysis and indicating
the number of scans needed to achieve a user-specified signal-to-noise
level. (10) Instrument Setup: The instrument shall be capable of
automatic setup of all computer-controlled acquisition parameters to
match those of a stored data file. It is the Government's belief that
these requirements may only be met by Applied Photophysics, Ltd. This
is not a formal solicitation, however, concerns are invited to submit
capability statements in an original plus two (2) copies no later than
fifteen (15) business days from the date of this announcement.
Concerns that respond to this synopsis shall furnish concise responses
directedspecifically to the requirements mentioned above Sources
demonstrating the capability to accomplish the above shall supply
pertinent information in sufficient detail to demonstrate their ability
to perform. Written responses shall include complete description of the
system to be provided, containing sufficient technical information to
permit agency analysis to establish a bona fide capability to meet the
stated requirements as listed above. Respondents will not be notified
