_ F8320001330100. The 11th Contracting Squadron intends to procure on
a small business set-aside basis to provide Automated Senior Executive
succession planning system/software, Installation/Training, and Annual
Service Agreement FOR AIR FORCE SENIOR EXECUTIVE MATTERS OFFICE
(AFSEMO). AFSEMO wishes to purchase an automated senior executive
succession planning system. The system should be able to support the
records of 300 Air Force Senior Level employees and be able to create
succession scenarios using an Access software application. Please be
clear if your product varies from the requirements and is dependent on
other software. Our office has Microsoft office as our software
system. If your system requires that we have additional software to run
it, please include that information and an approximate cost to purchase
it. Please provide samples of your product designs and a list of
several contacts in HR organizations that we may contact. The final
outputs should consist of: 1. Replacement projections for potential
incumbents shown by current incumbent 2. Replacement projections for
incumbents shown organizationally 3.Organizational schematic of senior
positions and potential replacements with color indicator to show if
ready now, future candidate or long term potential candidate. This list
must also include possible outside placement jobs and who would benefit
from assignment to them 4. Predicted retirements/separations by
organization 5. Tenure in position summary by organization 6.
Individual candidacy report for each senior executive that identifies
current position, appointment date, previous SES positions held
(location and owning command and dates), date became SES, information
from annual survey concerning desired locations/jobs, possible
retirement dates, senior positions the person is a candidate for and
suggested training/ development assignments 7. Organizational charting
to display all SES positions by organizational groupings with the
incumbents and the potential successors 8. A report page that prints
names/dates/organizational locations of SES members planning
retirements within the next two years. 9. The database should connect
(import data from) with external data sources such as: the AFSEMO
address/phone/email list, the employee database in San Antonio, TX and
the AFSEMO position list of jobs and the classification number of the
job which can be linked to the employee SSAN. 10. The succession
scenario must be able to answer the "what if' question concerning the
loss of an employee from a position in the succession plan. The "what
if' must allow AFSEMO to set aside automatic replacement rules to see
how unscheduled people would impact the other placements shifting under
the replacement rules. User requirements: 1. Need to have rights to the
program to make changes and put on unlimited number of desks within
office confines -- will need ability to limit user access to all files.
2. Succession software must be portable on laptop computer for remote
officevisits 3. Outputs/graphs/ etc that the software generates must be
able to be imported into Powerpoint. _ Succession software must have
easy readability when viewed in slide show briefings.... _ Slide show
version should maintain ability to show "what ifs" as needed -- ie: how
the organization would look if someone left their job and another
executive was inserted into the job 4. Color printing of succession
plan is required -- colors should maintain use of green/yellow/tan to
indicate readiness of executive if possible, but the color reprint
quality for hard copies is paramount decision factor. 5. Ability to
down load annual data and view it on computers equipped with Microsoft
Access that is outside the office. 6. Must be able to add AFSEMO files
and create new query pages with out requiring a new contract with
vendor 7. Contract must convey fully documented source code 8. Please
include approximate pricing for upgrade of program to take advantage of
future software changes.... _ Time Frames: 1. Start project in Nov 2000
and have completion by 31 Jan 2001 2. Possible six month delay for
master Air Force personnel file in Texas to change from Legacy to Modem
Systems (oracle based Department of Defense program) Program must be
written to pull information using future system rather than retiring
system that is scheduled to change Sep/Oct 2000. Contractors must be
