Administration, Federal Technology Service, Region 3, Philadelphia
intends to solicit through other than full and open competition
pursuant to FAR 6.302-1 with Group System Inc., for the acquisition of
a DART Response System. Group System Inc. is the only firm who can
provide the required software and services for the implementation of
the DART Response System for the Deputy Secretary of Defense at the
Pentagon through the US Army, Army Research Laboratory, Aberdeen
Proving Ground, MD. This is a combined synopsis/solicitation for
Commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation is issued as a request for proposal (RFP),
GS-03T-99-R-0005. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. This procurement under SIC 7371 Computer Programming
Services. The services are required from date of award through 120
days. The services include the development of a DART (template) for use
by personnel based on current work breakdown structure using the
installed Group System, Inc. software. This is a small-scale project
usable by no more than 50 concurrent users. Perform an assessment and
provide recommendations for upgrade of current server (current dual
Pentium). Modify Group System software to accommodate conference link
capability, use of Secure Sockets Layer connections and security
patches. Contractor shall develop training packages for the user
process. The contractor shall conduct a train the trainer course and
training program for up to 10 people. Contractor shall develop an
estimate based upon actual use of the DART system. The estimate shall
be broken into increments of users i.e., 100 users, 250 users 500 users
and 1000 users. Contractor personnel shall be capable of performing the
technical requirements for this task. Contractor shall provide
bi-weekly status reports identifying progress on each of the above and
identify any potential impediments to completing the task according to
the scheduled developed as follows: Plan of Action and Milestones, 5
ADC, Draft template, 30 ADC, Draft Assessment, 21 ADC, Installation of
product, 45 ADC, Training Session 60 ADC, Draft Scalability Estimate,
120 DAC. Contractor employees must have knowledge of the ARL
communications infrastructure, voice systems, video teleconferencing
and server architecture. Any response to this solicitation must include
past performance. The proposed must include capabilities, experience,
and current services or contracts that would demonstrate your ability
to successfully perform this service. Offerors must include at least 1
customer from whom these services have been performed. Offerors are
reminded to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications—Commercial Items (JUN
1999), with its offer. Clause 52.212-4, Contract Terms and Conditions
-- Commercial Items (MAY 1999), is hereby incorporated by reference.
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items (MAY 1999), is hereby
incorporated by reference; paragraphs and subparagraphs (a), (b) (1)
(5) (11) (12) (13) (14) (15) (20) (22) (25), (c) (1) (2) (3), (d) and
(e) apply to this solicitation and any resultant contract. GSAR Clause
552.212-71, Contract Terms and Conditions Applicable to GSA
Acquisition of Commercial Items (MAR 1998) is hereby incorporated by
reference; clauses 552.203-70, 552.215-70, 552.228-75, 552.229-70,
552.232-70, 552.232-77, apply to this solicitation and any resultant
contract. A firm fixed price contract will be awarded. Signed and dated
