For Courseware Development Support of The AIR TRAFFIC CONTROL
MANAGEMENT COURSE Course number AT-M-03 1.0 PROGRAM OBJECTIVES. The Air
Force Air Traffic Control (ATC) Craftsman course needs to be
transitioned from a paper-based QTP to a formal course utilizing
concepts of the Advanced Distributed Learning (ADL) initiative. The
challenge is to meet training requirements in spite of cuts in funding
and manpower. The objective of this project is to provide a 45-hour,
mandatory, 7-level upgrade training course that develops a solid core
of ATC supervisors. ATC Management-related training has evolved from a
detailed mentorship program into a just-in-time emersion process. A
browser-based platform was chosen that would provide the learner
management related information and scenarios in order to invoke
management decision making skills. The purpose of this project is to
develop a hybrid browser-based Interactive Courseware (ICW) teaching
program for air traffic control management positions. This courseware
must have the capability to be executed from a CD-ROM (stand-alone). In
addition, the courseware must have the capability of being web-based
delivered (Macromedia and Asymmetrics plug-ins are permitted). As a
minimum, the courseware will be designed to Level II interactivity.
Personnel at AFFSA/XA have already developed the task analysis,
learning objectives, and measurement standards for this project. The
government will provide the contractor with the "paper-based" course
materials and an available subject matter expert (SME) for the course.
Product design, development, and evaluation of this project ICW
delivery system encompass the project. 1.1 Delivery and Phase Schedule.
The course development and validation must be completed not later than
66 weeks from the date of award. Course development will be divided
into 4 phases. Phases I, II, and III must be completed within 40 weeks
of the date of award. Phase IV will be complete 26 weeks after the
delivery acceptance of Phase III. Phase I involves prototype high-level
design. Phase II shall involve the detailed design and development.
Phase III shall consist of evaluation, utilizing a Small Group Tryout
(SGTO), to determine the effectiveness of the training. Phase IV is the
validation period with course administered to actual students. The
contractor must receive Air Force authorization to proceed from one
phase to the next. The contractor will host review meetings, monthly,
for designated Air Force personnel to ensure all unclear items
pertaining to the product are answered and the product is progressing
in an acceptable manner. 2.0 CONTRACT OBJECTIVES 2.1 Training Services.
a. The offeror's course development shall ensure a modular approach and
must have the capability of being executed from a CD-ROM (stand-alone)
in addition to being web-based delivery. The course should be capable
of being easily transitioned to ADL, SCORM compliant when SCORM is
formally implemented. b. The offeror should be able to provide an
Instructional Definition Document, which provides traceability from the
learning objectives to all other course components. (This is key in
being able to incorporate the course structure formats being suggested
by the SCORM. In addition, course content must be "tailorable" as
required by the ADL objective). c. The offeror should demonstrate
in-depth knowledge of the SCORM and ADL. d. The offeror should be
familiar with an open architecture Learning Management System (LMS) and
should understand how learning management systems work in general to
deliver and administrate training over the web. (Regardless of the LMS
chosen, this understanding is crucial to being able to effectively
design web-based training.) e. The offeror will use an instructional
systems design approach. f. The offeror should provide secure on-line
access to work-in-progress for government review and comments. The
offeror will submit monthly project reports. g. The offeror should
satisfy an acceptance test comprised of one complete SGTO, as a
requirement of acceptance. Criteria for acceptance includes: 1.
Courseware is free of allsoftware design discrepancies that may
interfere with the students learning process or the normal execution of
the program. These discrepancies include, but are not limited to, file
linking, setup file, student tracking, proper scoring algorithms, etc.
2. All materials shall flow in a logical manner as prescribed in the
"paper-based" materials. Ninety percent of participants should have a
passing score (seventy percent or higher) on progress checks and
evaluations. 2.2 Training data product requirements. The following are
considered by the Government to be the minimum required. The offeror
is encouraged to propose additional data requirements as deemed
necessary to support this objective. a. Trainee guide. b. Course
conduct information package. c. A six-month period after delivery of
product to resolve potential discrepancies. (Phase IV) d. Remedies to
resolve potential problems. e. Within each phase, provide deliverables
that allow Air Force reviews at each proposed milestone and provide
feedback to contractor f. Develop courseware materials that include
course design document, unit design document, course and unit
development milestones, course tasks list, course objectives and
teaching steps, media reports, instructor/certifier guides, progress
and unit tests, course management system, and programmers' comments. g.
At the completion of each phase, all software and materials developed
will become the sole property of the U.S. Government and will be
delivered on demand. 2.3 Reference material available on request:
