A -- MARKET SURVEY, SIRFC FOLLOW-ON ENGINEERING SERVICES, TIME AND MATERIAL CONTRACT SOL DAAB07-00-R-B415 DUE 073100 POC Robert Tully, 732-427-2311 Market Survey -- The U.S. Army CECOM Intelligence & Information Warfare Directorate(I2WD) is conducting a Market Survey to determine potential bidders to a follow on Time and Materials (T&M) contract with ITT Avionics. The contract provides engineering services in support of the Suite of Integrated RF Countermeasures (SIRFC), the AN/ALQ-136 (V)1/5 and the AN/ALQ-136(V)2 programs. The period of performance will be 60 months. The efforts included under this contract will include: Development of advanced technology insertion hardware/software programs into the SIRFC architecture; technical support for integration of the SIRFC system into various aircraft; Electronic Countermeasures (ECM) support for flight/ground testing against state-of-the-art air defense systems to include developing and programming various ECM techniques against pulse/pulse doppler/pulse compression/ Continuos Wave radars; and repair of Advanced Development and Engineering & Manufacturing Development (EMD) hardware/software. The Government is not in possession of a Level III drawing or technical data package to support the SIRFC hardware. Nor does the Government own the SIRFC EMD hardware. The contractor must have a office within a 70-mile radius of CECOM, have a facility cleared for Secret, have a production capability and have experience with the taskings above with ECM systems in the Microwave through Millimeter wave spectrum.
