Oceanic and Atmospheric Administration (NOAA), National Weather
Service (NWS), Silver Spring, MD, intends to negotiate on a
noncompetitive basis with INH Technology of Fort Worth, Texas to
upgrade the National Weather Radio Remote Off Air Monitoring (ROAMS)
Management System. The contractor shall perform the following
functions: 1)enhance and replicate the existing ROAMS initialization,
monitoring and control capability; 2)design, build, test and implement
an enhanced ROAMS Management System; 3)provide an analysis and design
a reporting system for the ROAMS data; 4)demonstrate an interactive,
"smart" system for the identification and analysis of malfunctions at
remote transmitter sites. The upgraded/enhanced management system will
handle ROAMS fault reports, provide a database to handle transmitter
site performance, and provide information to aid field technicians make
repairs. Vendors who believe that they can meet this requirement are
required to submit in writing an affirmative responsedemonstrating they
can meet the Governments requirements. To be considered an affirmative
response, all written responses must include a written narrative
statement of capability, including detailed technical information and
other technical literature demonstrating the ability to meet the above
requirements. In your response, you must address each of the four
items listed above in sufficient detail to permit agency analysis to
establish a bona fide capability to meet the requirements. Failure to
submit documentation will result in the Government proceeding as stated
above. A determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. A fixed-price, contract is contemplated
for this effort. Affirmative written responses must be received no
later than 45 days after publication to this synopsis. See notes 22,26.
