Pearl Harbor requests written statements of capability and comments
concerning a planned multi-year contract for ammunition storage,
handling, and management services for Naval Magazine Pearl Harbor
Hawaii at two separate branch locations on the island of Oahu. Services
include all labor, materials, equipment, and supervision, for the
receipt, issuance, handling, and storage of military ordnance. Annual
estimated workload: 141 vessels loaded/offloaded; 117 small boats
loaded/offloaded; 33,651 tons received; 32,822 tons issued; 4,100 tons
restowed/downloaded; 500 tons segregated; 20,124 tons stock on hand
(average). Contractor shall maintain staffing sufficient to load/unload
250 lifts for non-milvan ordnance or 56 milvans per day, or a
combination of both (simultaneous operations) of 125 lifts for
non-milvan ordnance and 28 milvans per day, including
dunnaging/securing time. Thirty-day phase in and pre-duty training
required. Performance to commence 01 October 2001 for a period of five
or ten years. (All offerors will be required to submit proposals for
a minimum contract period of performance of five years and will be
invited to offer on a ten-year period of performance.) Prospective
offerors are invited to submit descriptions of their capability to
perform the contemplated contract and to submit comments to aid the
Government in drafting its solicitation. Responses must be received by
2:00 p.m. (Hawaii Standard Time) on 31 July 2000. The responses should
contain a detailed narrative identifying the scope of past and current
similar contracts within the past three years and describe the firm's
capability to perform the work. Include the name, phone number, fax
number, and e-mail address of a point of contact. The purpose of this
notice is to identify potential sources and their capabilities. The
solicitation is expected to be issued in Fall 2000. A separate notice
announcing the solicitation will be issued. THIS NOTICE IS NOT A
SOLICITATION FOR OFFERS. This sources-sought notice does not constitute
a commitment by the Government. The Government will not pay for any
