The Substance Abuse and Mental Health Services Administration (SAMHSA0, Center for Mental Health Services (CMHS) through the ADP Acquisitions Branch, Program Support Center (PSC) intends to award a twelve-month sole source simplified acquisition to Baraka Counseling Center of Largo, Maryland. The purpose of this acquisition is to conduct an immediate national telecommunication dialogue and produce a report which describes: (1) a regional/national strategy for involving youth and community leaders in public forums on violence/suicide among African American youth, and (2) a method of disseminating information concerning the mental health aspects of violence/suicide and the role of mental health centers in responding to urban middle class African American youth. The telecast and report shall create a population-based pathway for input in Federal, State and community program planning processes and provide an adequate response to the needs of violence/suicide among African American youth. The closing date is July 19, 2000. This is not a formal solicitation for proposals; however, firms having the ability to satisfy this requirement must submit written notification to demonstrate the ability to do so. If no affirmative responses are received within 10 days from the date of this synopsis, the Contracting Officer shall proceed with award to Baraka Counseling Center. See Numbered Note 22.
