carol.pomraning@med.va.gov. The Contractor shall furnish all necessary
equipment, supplies, supervision, and qualified competent personnel to
perform medical transcription services for the Department of Veterans
Affairs at the VA Maryland Health Care System (VAMHCS), 10 North Greene
Street, Baltimore, Maryland 21201. The VAMHCS consists of three medical
centers located in Perry Point, MD, Ft. Howard, MD, and Baltimore, MD.
Material transcribed includes a high incidence of technical
terminology and requires knowledge of a specialized vocabulary peculiar
to a wide variety of subjects in the fields of medicine, surgery,
imaging, and psychiatry. The material may be generated by as many as
700 different authors reguiring the Contractor's adaptation to
variations in accents, speech patterns, tone, voice, volume, rate and
style of delivery, pronunciation, and enunciation. The Contractor will
access the VA's digital dictation system through direct telephone
lines on a daily basis, 365 days a year, twenty-four hours per day.
Data shall betransmitted to an unattended, VA-owned personal computer
via modem technology using ASCII and WORD software. The VA contemplates
awarding a contract to the offeror who offers the best value to the
Government considering both price and technical factors. The following
factors shall be used to evaluate offers: (1) Technical Capability,
(2) Past Performance, and (3) Price. This solicitation will be issued
pursuant to FAR Part 12, Acquisition of Commercial Items, and is
advertised for "Full and Open" Competition. The standard industry code
is 7338 with a size standard of $5 million dollars. Contract base year
shall be one year from date of award with two one-year option years
available. The solicitation will be issued on or about August 1, 2000.
Copies of solicitation will be issued to the first twenty-five
requesters only. The Bid Opening Date is August 21, 2000, at 3:00 p.m.,
local time at place of bid opening. All requests must be in writing. No
telephonic requests will be honored. Any and all questions regarding
this solicitation must be submitted in writing and should be faxed to
(410) 605-7909, to the attention of Carol L. Pomraning, Contracting
Officer, no later than August 15, 2000. Wage determinations will be
requested for the following areas: Baltimore City, Baltimore County,
and Cecil County in Maryland. Since the place of performance is
unknown, the Contracting Officer will request additional wage
determinations for additional possible places of performance. A request
for said wage determination must be in writing and received by the
