The Naval Air Warfare Center, Aircraft Division, Patuxent River, Maryland intends to negotiate on a sole-source basis with Acton Burnell, Inc., 1500 North Beauregard Street, Suite 210, Alexandria, Virginia 22311-1715 for the review, analysis, design, development, implementation and evaluation of process improvement initiatives for aviation training pipeline management. These services shall include analysis of training requirements planning methods, the development of appraisal strategies, and program management initiatives needed to support aviation decision-makers. Acton Burnell is currently the only company with the requisite technical knowledge of the Health of Naval Aviation Database, Aircrew Seat Ratio Analysis, and the Naval Aviation Training Systems Data Warehouse. In addition, Acton Burnell is the only known responsible source that can provide the required products and services to develop, analyze, and present data that is essential to the planning for Naval Aviation aircrew acquisition and training process. This requirement will be procured in accordance with FAR 6.302-1(a)(2)(iii); the continued provision of highly specialized services deemed available only from the original source, when the award to any other source would likely result in a substantial duplication of cost and/or unacceptable delays in fulfilling the Government's requirements. Interested parties may submit information documenting their technical capabilities directly relating to this tasking to the Naval Air Warfare Center, Aircraft Division.
