S -- - INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH AUBURN UNIVERSITY. Notice of intent to negotiate a sole source contract with Auburn University for the NOAA Office of Response & Restoration (OR&R). Purpose of contract is to establish an ongoing environmental monitoring program in the Estero Real, Nicgaragua in support of sustainable use of Gulf of Fonseca natural resources (with special emphasis on the needs of the shrimp aquaculture industry). Auburn University is the only group that can complete work by 12/1/00 since it has designed the ongoing water quality monitoring program currently in place in the rest of the Gulf of Fonseca (Honduras). Auburn University has also designed a previous verson of a monitoring program that has been in use in Nicaragua without a formal plan.
