for commercial items prepared in accordance with the format in Subpart
12.6 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation is a Request for Quotations. Potential offerors will
submit their quotes on company letterhead. Representations and
Certifications will need to be requested and submitted with quotes.
This will be a best value procurement with the following criteria, a.)
Qualification of Trainer, b.) Safety, c.) Past Performance, d.)
Facilities, both lodging and type of activity, e.) Price. Quote is to
be a per person cost. This solicitation will be 100% small business
set-aside. The following Federal Acquisition Regulation (FAR)
provisions and clauses applies to this acquisition: 52.212-1:
Instructions to Offerors, 52.212-2: Evaluation- Commercial items,
52.212-3: Offerors Representations and Certifications- commercial
items, 52.212-4: Contract terms and conditions- commercial items,
52.212-5: Contract terms and conditions required to implement statutes
or executive orders- commercial items. The Oregon Army National Guard
is going to provide specialized survival training for its soldiers.
The training is to be conducted on September 22 24, 2000. The training
will encompass but is not limited to cold weather survival, desert
survival, wilderness survival, primitive survival, mountain climbing
with rappelling, land navigation utilizing both compass and map reading
along with state of the art GPS systems. The training is to be
conducted within the state of Oregon. The successful candidate will
have a minimum of 15 years of verifiable experience in conducting all
aspects of logistical support to include meals, lodging and
transportation for this type of training is required. The successful
candidate will be able to support survival training for groups of 50 or
more individuals. Award can only be made to a Contractor who is
registered in the Central Contractor Registration database and those in
compliance with VETS-100 reporting requirements. Contractor is required
to be Electronic Funds Transfer capable. Closing date for the responses
