The Air Force is conducting market research in support of management and operation of a Commercial Travel Office (CTO) on most of the Air Education and Training Command (AETC) installations (13). Interested parties must e-mail the company name, address, a point-of-contact name, phone number, fax number, and e-mail address to 2d Lt David Zimmerman at: david.zimmerman@randolph.af.mil. The AETC Contracting Squadron, in pursuit of market research, is seeking answers to a few questions regarding commercial processes of the travel industry. All parties that are interested in this acquisition are asked to please review the questions below and respond via e-mail No Later Than 14 July 00, 1500 CST. Please send responses to david.zimmerman@randolph.af.mil. The answers provided will assist the AETC Contracting Squadron in producing a Statement of Work (SOW) that will mirror commercially accepted travel industry procedures to the maximum extent possible. Suggestions, feedback, and other comments are highly encouraged. If interested parties wish to mail extra material or brochures, please use the address found in this notice. Any material sent by mail shall be limited to items that will assist the AETC Contracting Squadron with developing a commercially accepted Statement of Work. All travel industry participants, to include travel agencies, trade organizations, and corporate customers, are highly encouraged to participate in this questionnaire. All interested parties are encouraged to contact their affiliates, corporate customers, and/or trade organizations and ask them to participate in this questionnaire. Questions for AF AETC Official/Leisure Travel Service Prospective Offerors: 1. Do you provide travel service under contract to any commercial firms? If so: a. Which firms? What is the approximate employee size of each firm? b. What is the contract type? What type of terms and conditions are used? c. Is the contract for official and/or leisure travel service? d. Do you charge a service fee for these services? e. Do you staff an office at the company location(s)? f. If you do not staff an office, how do you provide service? g. Does the company receive any rebates on leisure travel sold to their employees? 2. What type of billing process or payment procedures do you use (Cash, personal credit cards, personal checks, other)? Does your current billing process allow for the ability to directly bill the traveler_s credit card? 3. What innovations or unique services have you developed to better service the customers on travel contracts? 4. Do you use an annual marketing plan to establish budgets, target markets, advertising strategies, and goals? What annual cycle do you use, calendar year or fiscal year (1 Oct-30 Sep)? 5. Do you issue paper tickets or electronic tickets? 6. Do you offer discount vouchers for travelers even though the traveler did not book air or ground travel with you? Do you handle traveland leisure services with military discounts? 7. How do you process returned tickets, both paper and electronic tickets? 8. Would you be willing to staff an office on military installations? Would you be willing to provide hardware and software to allow for web based services at any satellite locations not served by an office? 9. What would be an alternative to a staffed office to service the traveler? 10. Do you provide any reconciliation assistance to your customers? 11. Do you charge your customers a service fee? If so, are your service fees different for specific locations/regions or is the same rate used for all customers? If you use different rates what is the basis for these rates? 12. Are there any economies of scale and/or cost savings to be gained by consolidating the travel requirements of all AETC installations? 13. How do you measure performance and monitor quality assurance standards? How do you resolve customer complaints and measure customer satisfaction? 14. How would you best be able to refund unused leisure (un-official) tickets and handle emergency cancellations for personnel responding to reserve duty or national emergencies? 15. Do you arrange custom designed all inclusive tour packages upon request? If so a. What is the smallest group you can accommodate? b. Have you planned travel packages cooperatively with other leisure service travel providers? 16. Do you have a 24-hour, year-round, toll free telephone service? 17. Are management information reports provided to senior management? If so what type of reports are used? Do the reports include: a. Type of transaction? b. Total transaction dollars per type of transaction/ per day/week/month? c. How often are management reports generated? 18. Do you have any other information that can assist the government in establishing the basic commercial terms, conditions, and practices of the travel industry? 19. Do you currently provide official and/or leisure (un-official) travel services for military personnel & DoD civilians? If so: a. Which installations? b. What is the contract type? What type of terms and conditions are used? c. What is the contract number? d. Do you charge a service fee? What is the service fee for and how much is it for each service? e. Are the functions manned on the DoD installations? f. What type of Commercial Reservation System (CRS) do you use? g. What is the ratio of CRS terminals per employee? h. How many CRS terminals (if any) do you provide to the government for official travel purposes? i. Do you provide a toll free number for travelers to use in an emergency? j. Do you provide extended services during contingencies or National emergencies (For official travel)? k.
