The U.S. Department of Energy (DOE), Office of River Protection, is
seeking competitive proposals from the private sector to design and
construct a treatment and immobilization plant for the River Protection
Project (RPP) at the Hanford Site near Richland, Washington. The RPP is
a complex, large-scale and ongoing project to store, characterize,
retrieve, treat, immobilize, and store/dispose the hazardous and
highly-radioactive tank waste at the Hanford site. Treatment and
immobilization services for the Hanford tank waste were previously
planned to be acquired under the Tank Waste Remediation System (TWRS)
Privatization contract. This CBD Notice updates the original CBD Notice
for expressions of interest issued on May 23, 2000. As part of the
privatization approach for TWRS, DOE established a decision-making
process and required specific deliverables to be submitted under the
TWRS Privatization contract. DOE has made the decision to discontinue
the privatization approach for TWRS after completing a careful review
of the April 2000 deliverables submitted under the TWRS Privatization
contract. DOE: 1) has terminated the TWRS Privatization contract with
BNFL, Inc., 2) is continuing the current design effort under its
contract with the Hanford tank waste management contractor, CH2M HILL
Hanford Group (CHG), during the short bridging period until contract
award can be made for a replacement contractor and responsibility for
transition is completed, and 3) is conducting a new source selection
and intends to award a new contract for design and construction of the
treatment and immobilization plant. CHG will not participate in the
competition for the design and construction management of the treatment
and immobilization plant as an offeror, subcontractor, team member, or
consultant to any offerors. Subcontractors and consultants engaging in
work being performed by CHG in this role will not be permitted to
participate as the primary offeror or as exclusive team member to
offerors under this solicitation. DOE has conducted a pre-solicitation
conference and one-on-one meetings with interested parties from
industry to improve the acquisition strategy and is committed to
conduct a streamlined acquisition process that provides for full and
open competition for this design and construction contract. DOE has
established an acquisition website at
http://www.hanford.gov/orp/procure. This website will be the sole
distribution medium for the solicitation and will be used to provide
acquisition information, including project background, the project
acquisition plan, solicitation, any amendments or clarifications, and
other related information. Interested offerors are strongly encouraged
to frequently check this website for new information. No paper copies
or diskette copies of this solicitation will be distributed by the
agency. This acquisition will be conducted using a combination of
written proposals and oral presentations. The major schedule milestones
have been tentatively set as follows: Draft Solicitation 07/28/00;
Offeror Questions/Comments Due 08/11/00; Final Solicitation 08/30/00;
Written Proposals 09/29/00; Oral Presentations 10/13/00; Contract Award
