Postal Service is soliciting proposals to construct a new +/- 34,500 sf carrier annex in the town of Norwich, CT. The building will be of steel frame with masonry exterior and built on a 14-acre USPS-owned site. Major work items include sitework, paving, utilities, landscaping, concrete, masonry, metals, cabinets & hardware, insulations and roofing, doors & windows, toilets, lockers, carpets, ceilings, woodwork, specialties, equipment, horizontal & vertical blinds, mechanical, electrical, & related work. The estimated cost of the work is between $4,000,000.00 and $5,000,000.00, with completion within three hundred (300) calendar days after receipt of notice to proceed. Sealed offers will be received in this office prior to, but no later than, 4:00 p.m. on August 10, 2000. Offers will not be publicly opened. The number of offers received, the identity of the offerors, the amount of any offer, or relative standing of the offerors WILL NOT BE DISCLOSED TO ANYONE until award of contract is made. Proposal documents, plans and specifications will be available o/a July 12, 2000 at a cost of $100.00 per set (non-refundable) from the Facilities Service Office, U. S. Postal Service, 6 Griffin Road North, Windsor, CT 06006-0300. Only certified checks or money orders will be accepted, made payable to the Disbursing Officer, U. S. Postal Service (Reference Solicitation No. 082530-00-A-0129). Plans may be inspected at the issuing office and information regarding their availability may be obtained by contacting Catherine Delasco at (860) 285-7191. Questions concerning the technical aspects of the proposal should be directed to John W. Nielsen, USPS Project Manager, at (860) 285-7120 or Kevin Kerchaert of DuBose Associates at (860) 249-9387. There will be a preproposal conference for this project on Wednesday, July 26, 2000 at 10:00 a.m. in the Conference Room at the Facilities Service Office, 6 Griffin Rd. North, Windsor, CT 06006-0300. Prospective offerors are encouraged to attend. Offerors wishing to visit the site may do so on their own. The site is on Route 82 in Norwich, adjacent to New Concord Green condominiums. Proposals will be evaluated on 1) experience requirement response; and 2) price, information which must be submitted with the proposal. Offerors are requested to submit their price proposal and the experience requirement in two separate envelopes. Contractors not meeting the experience requirement will have their price proposals rejected. Award will be made to the offeror who meets the experience requirement and submits the lowest reasonable offer to the U. S. Postal Service. Guidelines for other project requirements are outlined in the specifications. The successful offeror will be required to submit a 100% performance bond and 40% payment bond before award of contract is made.
