Postal Service is soliciting proposals to construct a new
transportation facility at the Springfield Bulk Mail Center at 190
Fiberloid St. in Springfield, MA. Major work items include sitework,
concrete, masonry, metals, cabinets & hardware, insulations and
roofing, doors & windows, toilets, lockers, carpets, ceilings,
woodwork, specialties, equipment, horizontal & vertical blinds,
mechanical, electrical, & related work. The estimated cost of the work
is between $800,000.00 and $1,000,000.00, with completion within three
hundred (300) calendar days after receipt of notice to proceed. Sealed
offers will be received in this office prior to, but no later than,
4:00 p.m. on August 8, 2000. Offers will not be publicly opened. The
number of offers received, the identity of the offerors, the amount of
any offer, or relative standing of the offerors WILL NOT BE DISCLOSED
TO ANYONE until award of contract is made. Proposal documents, plans
and specifications will be available o/a July 7, 2000 at a cost of
$50.00 per set (non-refundable) from the Facilities Service Office, U.
S. Postal Service, 6 Griffin Road North, Windsor, CT 06006-0300. Only
certified checks or money orders will be accepted, made payable to the
Disbursing Officer, U. S. Postal Service (Reference Solicitation No.
082530-00-A-0128). Plans may be inspected at the issuing office and
information regarding their availability may be obtained by contacting
Catherine Delasco at (860) 285-7191. Questions concerning the
technical aspects of the proposal should be directed to David Della

preproposal conference for this project on Tuesday, July 25, 2000 at
10:00 a.m. in Room 353 of the Springfield Bulk Mail Center. Prospective
offerors are encouraged to attend. Offerors wishing to visit the site
at a time other than the preproposal conference may contact Scott
Beeman, Transportation Manager, at (413)785-6294. Proposals will be
evaluated on 1) price; 2) company environmental health and safety plan;
and 3) references and proof of having been in business for at least
five (5) years, which must be submitted with the proposal. A
project-specific safety plan must be submitted by the successful
offeror before award. Guidelines for other project requirements are
outlined in the specifications. The successful offeror will be required
to submit a 100% performance bond and 50% payment bond before award of
contract is made. This is not a formal invitation for bid; therefore,
