labor, materials, equipment, supervision and management for all
removals and installations required for the upgrade/replacement of 15
KV sectionalizing switches, 480V switchgear and all related and
incidental work associated with the interior of Load Center 3 including
the work required to reconnect the existing 480 volt and control
circuits that extend from Load Center 3 to North Pier Electrical Hoods
No.10 and 13 if Bid option 1 is not exercised as well as the work to
reconnect existing 2000KVA distribution transformers if Option 6 is not
exercised. The work is located on Pier 2 at Naval Station Newport, RI.
The completion time for the basic requirement is 180 calendar days.
There will be a provision for six bid options for similar work. Bid
Option 1: Bid Option 1 includes removal of existing 480 volt control
circuits and all associated supports from Load Center 3 to North Pier
Electrical Hoods No. 10 and 13 and installation of new 480 volt and
control circuits from Load Center 3 to North Pier Electrical Hoods No.
10 and 13. Bid Option 1 also includes removal and replacement of North
Pier Electrical Hoods No. 10 and 13 related incidental work. This
option can be exercised at the time of award or within 120 days after
award. If this option is exercised, the contract completion time will
be extended by 90 calendar days. Bid Option 2: Bid Option 2 includes
all removals and installations required for the upgrade/replacement of
15KV sectionalizing switches, 15KV-480V distribution transformers,
480V switchgear and all related and incidental work associated with the
interior of Load Center 3A including the work required to reconnect the
existing 480 volt and control circuits from Load Center 3A to South
Pier Electrical hoods No. 10 and 13 if Bid Option 3 is not exercised.
This option can be exercised at the time of award or within 120 days
after award. If Option 2 is exercised, the contract completion time
will be extended by 120 calendar days. Bid Option 3: Bid Option 3
includes removal of existing 480 volt circuits, control circuits, and
all associated supports from Load Center 3A to South Pier Electrical
Hoods No. 10 and 13 and installation of new 480 volt and control
circuits from Load Center 3A to South Pier Electrical Hoods No. 10 and
13. Bid Option 3 also includes removal and replacement of South Pier
Electrical Hoods No. 10 and 13 and related and incidental work. This
option can be exercised at the time of award or within 120 days after
award. If Option 3 is exercised the contract completion time will be
extended by 90 calendar days. Bid Option 4: Bid Option 4 includes all
removals and installations required for the upgrade /replacement of
15KV sectionalizing switches, 15KV-480KV distribution transformers,
480V switchgear and all related and incidental work associated with
interior of Load Center 1 including the work required to reconnect the
existing 480 volt and control circuits from Load Center 1 to North
Pier Electrical Hood No. 1 and South Pier Electrical Hood No. 1 if bid
option 5 is not exercised. This option can be exercised at the time of
award or within 120 days after award. If Option 5 is exercised the
contract completion time will be extended by 120 calendar days. Bid
Option 5: Bid Option 5 includes removal of existing 480 volt circuits,
control circuits and all associated supports from Load Center 1 to
North Pier Electrical Hoods No. 1 and South Pier Electrical Hoods No.
1 and installation of new 480 volt and control circuits from Load
Center 1 to North Pier Electrical Hoods No.1 and South Pier Electrical
Hoods No. 1. Bid Option 5 also includes removal and replacement of
North Pier Electrical Hoods No. 10 and 13 and related and incidental
work. This option can be exercised at the time of award or within 120
days after award. If Option 5 is exercised the contract completion time
will be extended by 90 calendar days. Bid Option 6: Bid Option 6
includes all removals and installations required for the replacement
two 2000KVA, 15KV-480V distribution transformers and all related
andincidental work associated with connecting the transformers to the
switchgear within Load center 3. This option can be exercised at the
time of award or within 120 days after award. If Option 6 is exercised
the contract completion time will be extended by 60 calendar days .
Except when it is determined in accordance with FAR 17.206b not to be
in the government's best interest, the government will evaluate offers
for award purposes by adding the total price for the basic requirement
and options 1 through 6. Evaluation of options will not obligate the
government to exercise the option(s). This solicitation is issued as
UNRESTRICTED. The standard industrial classification code (SIC) is 1731
and the size standard $7.0 million. A small, small disadvantaged and
women-owned small business subcontracting plan pursuant to the FAR
clause 52.219-9 (AUG 1996) will be required to be submitted by all
large businesses being considered for contract award. The estimated
cost range is between $1 million and $5 million. Davis Bacon Wages are
applicable to this project. The ESTIMATED bid opening date is 24 AUG
2000. To obtain Plans and Specifications for this project there is a
NON-REFUNDABLE FEE OF $25.00 . Solicitations MAY be available on 24
