synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; Quotes are being requested and a written
solicitation will not be issued. The solicitation number RFQ
DABT59-00-Q-1019 is issued as a Request for Quotation, under simplified
acquisition procedures in accordance with FAR 13.5, test program, on a
restricted basis. The FSC Code is 5410. The Directorate of Public
Works, Production Control Branch, intends to procure six (6) storage
buildings on a sole source basis from Smith-Midland Corporation, 5119
Catlett Road, Midland, VA 22728. The anticipated award date will be
made on or before 01 September 2000. This Combined
Synopsis/Solicitation incorporates provisions and clauses that are in
effect through the Federal Acquisition Circular (FAC) 97-18. This
solicitation is a 100% small business set-aside. The closing date will
be 24 July 2000 by COB. The Standard Industrial Classification Code is
3272, Concrete Products, Except Block and Brick with a size standard of
500 employees. Delivery is FOB Destination. Delivery to the site is
required on or before 1 September 2000. The Directorate of Contracting,
Fort Lee, VA has a requirement for CLIN 0001 storage buildings (6 EA)
1.1. The following specifications are for manufacture, delivery and
unloading of six (6) small storage buildings with a window in each
storage building. All Buildings will be located throughout the
Petroleum Training Facility at six (6) different locations at Fort Lee,
VA: 1.2. The Government will prepare sites for buildings. The
Contractor shall supply adequate personnel and equipment to off load
and set buildings. 1.3. The Contractor shall provide design analysis
and shop drawings to the Contracting Officer for approval on storage
buildings prior to building being fabricated and delivered. Design
analysis and shop drawings shall be certified by the licensed
professional engineer. 2. CODES AND STANDARDS: The building shall meet
the following codes and standards: 2.1. ACI-319-77, "Building Code
Requirements for Reinforced Concrete." 2.2. Concrete Reinforcing
Institute, "Manual of Standard Practice." 2.3. ANSI "Building Code
Requirements for Minimum Design Loads in Buildings and Other
Structures." 3. DIMENSIONS AND DESIGN LOADS: 3.1. Dimensions: Interior
-- 9'6" x 11'6" x 8'0" Exterior -- 12' x 10' x 8'8", 3.2. Standard
Live Roof Load: 30 PSF. 3.3. Standard Wind Load: 27 PSF, 3.4. Roof
shall have a 1 " overhand on all sides. 3.5 Standard floor load: 125
PSF., 4. MATERIALS: 4.1. Concrete: Steel reinforced, polypropylene
fiber reinforced, 4,000 PSI minimum 28 day compressive strength,
air-entrained (ASTM C260). 4.2. Reinforcing Steel: ASTM A615, grade 60
unless otherwise indicated. 4.3. Reinforcing Fiber: Polypropylene
fiber, Fortafiber at 1.6 pounds per cubic yard, or equal. 4.4.
Post-Tension Strand: 41K polystrand CP50, .50", 270 KSI, 7 wire strand,
greased plastic sheath, (ASTM A416). Roof and floor to be each
post-tensioned by a single, continuous tendon. Said tendon shall form
a substantially rectangular configuration having three gently curving
corners and a fourth corner where the tendon members are anchored.
Tendons shall be greased and enclosed within a sheath. Roofs shall be
sloped 1" across 12' building dimension. Roof finish shall be
broom-finished concrete. 4.5. Panel Connections: All panels shall be
securely fastened together with " thick steel brackets. Steel is to be
of structural quality, hot rolled carbon complying with ASTM A283,
Grade C. All fasteners to be " diameter bolts in anchors used for panel
connections to be Dayton-Superior #F-63 or equal. 4.6 Doors and Frames:
Shall comply with Steel Door Institute "Recommend Specifications for
Standard Steel Doors and Frames" (SDI-100), and is herein specified.
The building shall be equipped with double 3'0" x 6' x 8" x 1 ", 18
gauge metal doors with honeycomb core, CEDO Regent #RB60668MRHRA-801,
or equal. Door frames shall be painted with a finish coat of Federal
Color #20040 (TM5-07-7), Durance Bronze or equal. 4.7. Door Hardware:
4.7.1. Handle: Windstorm stainless steel 8 " x 2", or equal. 4.7.2.
Handle Backing Plate: Windstorm stainless steel with hole for deadbolt,
3 " x 15", or equal. 4.7.3. Push Plate: Lindstorm stainless steel, 3 "
x 15", or equal. 4.7.4. Hinges: McKinney Vandal Proof T2731-USP
(trimmed), ore equal, 3 per door. 4.7.5. Lock Set: CECO E880/6/KD/US26D
deadbolt US26D (satin chrome finish), or equal. 4.7.6. Surface Bolt,
upper: CECO 4031-US2C (Cadmium plated finish), or equal. 4.7.7. Surface
Bolt, lower: CECO 4031-US2C (Cadmium plated finish), or equal. 4.7.8.
Lower Bolt: Strike Schalage Box B400, 2 " x 1 1/8" x 1/8", or equal.
4.7.9. Astragel: CECO P441/68R, or equal. 4.7.10. Door Sweep: Zero
International #72A Aluminum thresholds with neoprene insert, 36" long,
or equal. 4.8. Vents: Two vents to be cast in rear wall. Vents shall
be metalines M-22-FL, or equal. Vents shall be paintedto match doors.
4.9. Windows: One 3' x 2' sliding double hung window with aluminum
frame. 4.10. Caulking: All joints between panels shall be caulked on
the exterior surface of the joints. Caulking shall be Silafex 1-A
Limestone, or equal. 4.11. Aggregate-exterior finish shall be
Rappahnnock River Stone maximum " size applied to all exterior surfaces
except roof panel. Each panel shall have a 4" steel trawled border.
4.12. Assembly: Building should be completely assembled at the
manufacturer's plant and shipped to the delivery point intact. All
necessary hooks, stiffeners, etc., to hoist building from shipping
vehicles to final placement site shall be provided by manufacture.
Storage Buildings are to be delivered to the Department of Public
Works, 1816 Shop Road, Building 6205, Fort Lee, Virginia 23801. Specify
delivery time after receipt of award. The following FAR and DFARS
clauses apply to this acquisition: FAR 52.212-1, Instructions to
Offierors -- Commercial applies to this acquisition; 52.212-2
Evaluation -- Commercial Items (Jan 1999). The Government will award a
contract resulting from this combined synopsis/solicitation to the
responsible Offeror whose quotes conforming to this
synopsis/solicitation will be most advantageous to the Government,
price and other factors considered. The following factors shall be used
to evaluate quotes: Past performance, technical capability and price.
Technical and past performance, when combined, are equal to price.
Vendors are required to submit past performance information, including
points of contact, on the last three contracts for similar supplies or
services. All responsible sources may submit quotes, which, if timely
received, the Government shall consider. Quotes received without past
performance references shall be considered non-responsive. All offerors
shall ensure all reference points of contact, i.e., organization, name,
and phone number, are accurate; FAR 52.212-3, Offer Representations and
Certifications -- Commercial Items, Offerors are to includea completed
copy of the provision with its offer; FAR 52.212-4, Contract Terms and

Type of Contract -- The Government contemplates award of a Firm Fixed
Price Contract resulting from this solicitation. FAR 52.212-5 (Contract
