Naval Surface Warfare Center, Dahlgren Division, Coastal Systems
Station, Panama City, Florida, intends to award a sole-source firm
fixed price contract to Raytheon Company, Naval and Maritime Systems,
Portsmouth, RI for the production and delivery of two (2) AN/AQS-20
Sonar Mine Detecting Set towed bodies with an option for an additional
six (6) complete systems (comprised of the towed bodies, topside
electronics, and helicopter mission interface removables). Because of
the transition to organic airborne mine countermeasures it is
anticipated that this acquisition will be the entire production
quantity of these systems to be acquired for the dedicated airborne
mine countermeasures force. This acquisition is unsuitable for full and
open competition for the following reasons. This action is being
undertaken in accordance with the approved AN/AQS-20 Acquisition Plan
No. AIR 90-37-01 which provided for acquiring the first three
production lots from the system developer. Revision 1-99 to this plan
establishes the quantities specified herein as the total production
quantity. Raytheon is and has been the sole developer of the AN/AQS-20
system since the competitive award of the E&MD phase contract
(Contract No. N00024-93-C-6328) in 1992. The E&MD phase required
resolution of significant technical problems. Raytheon, in overcoming
these problems and given the complexity of the AN/AQS-20 system, is the
only source possessing the expertise, internal technical data,
equipment, and experienced personnel necessary to successfully produce
the systems. The technical data package for the system is not final as
of this date. Additionally, this is a follow-on contract for the
production of a major system or highly specialized equipment, including
major components thereof, within the exact meaning of FAR
6.302-1(a)(2)(ii). Use of any other vendor would result in substantial
duplication of cost to the Government that, given the limited number
of systems being acquired, is not expected to be recovered through
