NASA/GRC plans to issue a Request for Quotation (RFQ) for the
procurement of nozzle liners and flat test coupons from GRC supplied
metal powders using plasma spray technology. William's International
and NASA are working on a revolutionary rocket engine concept which
will require high temperature nozzle liners for rig testing in Dec. 00
and Jan. 01. The nozzles shall be fully heat treated. The following
nozzles are required, two Haynes 188 nozzle with a thin TBC coating
(<1 mill) on ID. Two bimetallic nozzles NiAl(ID)/Haynes 188(OD) and
two GRCop 84 nozzles with a NiCrAlY coating on ID. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GRC intends to purchase the items from Plasma Processes Inc.
Plasma Processes owns a proprietary NiAl composition that is required
to fabricate the nozzles and have demonstrated the ability to fabricate
these structures with these materials via the plasma spray process. The
completed nozzles shall be delivered to the Glenn Research Center on or
before 10/31/00. The Government intends to acquire a commercial item
using FAR Part 12. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on
7/14/00. Such capabilities/qualifications will be evaluated solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. A determination by the Government not to
compete this proposed effort on a full and open competition basis,
based upon responses to this notice is solely within the discretion of
the government. Oral communications are not acceptable in response to
this notice. All responsible sources may submit an offer which shall
be considered by the agency. An Ombudsman has been appointed. See NASA
