The National Institute of Standards & Technology (NIST) has a requirement for a spectroscopic probe system which meets the following specifications: A spectroscopic probe system for use with infrared spectrophotometry is desired for remote analysis and frequency shift work, in situ, in a remote pressure vessel. The following specifications are necessary: Fiber optic cables must able to give a continuous 5000 to 1000 cm-1 spectral range with no blind regions. A standard range of 900 to 5000 with a low signal region at 2200 cm-1 is acceptable, but the entire range must be available. Standard optical and electrical adapters must be provided for a Nicolet Magna spectrometer. Interchangeable heads are needed to allow the user to change from ATR to transmission mode and vice versa. A user adjustable variable path transmission head is required. User replaceable sensing crystals including ZnS (Cleartran), ZnSe, AMTIR and Si must be available. The probes must be usable up to 250 C to a pressure of 150 bar (at the same time). Cone and threaded style fitting with a maximum probe OD of 13 mm within 150 mm of the vessel. The probe body will be of 316 SS, but construction with Hastelloy will be a necessary future option. The probes will have the capacity of being cooled by an applied gas. A stable calibration (net absorbance) must be possible that will not change if the optical cables are moved. A MCT detector will be provided having a 12-hr liquid nitrogen Dewar. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with RemSpec of Sturbridge, Ma. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
