NASA/GSFC plans to issue a Request for Quotation RFQ5-33930-045 for the X-ray analyzer upgrade package system for the EDAX X-ray Spectrometer exisitng on the Philips Scanning Electron Microscope. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the EDAX Phoenix System 10 Analyzer upgrade package from EDAX, Inc. because they are the manufacturer of both the existing X-ray detector, to which the new analyzer upagrade package must be fully interfaced and integrated, and of the X-ray analyzer needed to be replaced with this upgrade analyzer package. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations have 21 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 21 days will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
