This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the IMSL F90 Library Upgrade from Visual Numerics as they are the originator of this software package and the only provider of the support for this software. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations have 21 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 21 days will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responsesto this notice is solely within the discretion of the government.
