POSITION CLASSIFICATION SOFTWARE AND IMPLEMENTATION SERVICES REQUEST
FOR INFORMATION (RFI). This RFI is issued solely for information and
planning purposes -- it does not constitute a Request for Proposal
(RFP). The National Aeronautics and Space Administration (NASA) is
requesting information to assess functional and technical attributes of
Commercial Off-The-Shelf (COTS) solutions that provide functionality
associated with Position Classification. Specifically, a Position
Classification COTS solution would automate the preparation and
classification of Federal employee position descriptions (PD's) and
vacancy announcements, and the generation of associated documents
(e.g., position description, statement of differences, evaluation
statement, job analysis, crediting plan, vacancy announcement, and
performance plan). Personnel Specialists would be able to use their PC
or Macintosh workstation to select from a library or build PD's by
starting with a predetermined grade level, or by identifying duties and
allowing the system to determine the series and grade. The information
obtained in response to this RFI will be used exclusively by NASA
personnel and their consultants to assist in planning for the
acquisition and implementation of a Position Classification solution.
The effort to acquire and implement a Position Classification COTS
solution is part of NASA's Integrated Financial Management (IFM)
Program, the organization responsible for streamlining NASA's
financial, asset management, and human resources systems. SCOPE -- An
automated Position Classification solution would be used by Personnel
Specialists located at all 9 NASA centers and NASA Headquarters (this
represents approximately 100 users), by NASA supervisors throughout the
agency (this represents approximately 1,700 users), and by other
designated employees (this represents approximately 200 users). NASA
currently has a civil service workforce of over 17,500 employees.
ENVIRONMENT -- All 10 NASA Centers are interconnected via a high speed
computer network that is part of the worldwide Internet. NASA
maintains its own backbone network based on the Transmission Control
Protocol/Internet Protocol (TCP/IP). This wide area network (WAN) has
direct links to local area networks (LANs) at each field location.
Interested parties should assume that any NASA employee using Position
Classification applications would be equipped with a web-enabled
personal computer (Intel/Windows, Macintosh) and a LAN connection
providing connectivity to other NASA locations. SURVEY OBJECTIVES --
The objective of this RFI is to obtain a better understanding of COTS
solutions with respect to the following: (1) currently available
capabilities to support Position Classification functionality,
including business processes supported and application capabilities and
features; (2) the ability of the COTS solution to pass independent
third party testing for compliance with federal human resources (HR)
regulations including Title 5 US Code and Title 5 Code of Federal
Regulations; and (3) currently available technology and architectures,
and planned technology capabilities in the near term; and (4)
implementation services associated with Position Classification
solutions, including configuration, testing, and training / human
engineering. NASA is seeking comprehensive information for planning
purposes. Potential solution providers are requested to respond if they
can provide any of the following: 1. A COTS solution which provides
Position Classification functionality; 2. Implementation services for
a Position Classification solution (NOTE: the implementation service
provide should indicate their direct relevant experience in this area);
or 3. Both 1. and 2. above. RESPONSE FORMAT AND DELIVERY -- Information
should be submitted in the form of a "white paper", limited to no more
than 50 pages in length. Additional information brochures or user
manuals are welcome. Any material submitted, including the white paper,
will not be returned. Interested parties shall submit responses
(excluding brochures) electronically either via 3.5" diskette in either
IBM PC or Macintosh readable form, or via e-mail. Document formats
shall be in Microsoft Office (Word / Powerpoint / Excel). If brochures
or manuals are to be submitted, respondents shall provide 10 copies of
any materials that are not available electronically. NASA intends to
distribute the responses to this RFI widely within the Agency for
review purposes. Accordingly, respondents shall clearly identify
sensitive or proprietary material. NASA reserves the right to contact
vendors to provide clarifications on capabilities or to ask questions.
NASA shall not assume any expenses incurred by any of the respondents
