The USDA, Forest Service, National Forests in Florida, Tallahassee, FL, has a requirement for approximately 10,500 tons of Florida Limerock delivered and tailgate spread. Limerock shall be delivered and tailgate spread on Forest Development Road No. 233, Osceola National Forest, Columbia County, FL. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the Request for Quotations (RFQ). Quotes are being requested by this notice and a written solicitation will not be issued. Quotations issued as RFQ FL-00-17 are due by 4 P.M., local time 8/10/00. Quotations received after this date will not be considered. The RFQ incorporates provisions and clauses in effect throught Federal Acquisition Circular 97-11. This is an unrestricted procurement. The Standard Industrial Classification is 3281 and the small business sizestandard is 500 employees. Rquired specifications include: Limerock shall meet current Florida DOT Specification 911 -- Limerock for Base and Stabilization. Gradation and size requirements shall beet the requirements for limerock base. CERTIFICATION OF LIMEROCK SPECIFICATION AND QUALITY SHALL BE FURNISHED BY THE CONTRACTOR PRIOR TO PLACEMENT. NONCONFORMING MATERIAL WILL BE REJECTED. Project shall extend from the West boundary of the Osceola National Forest to Approximately West Tower. Access for loaded trucks shall be via U.S. Highway 441 to Christy Road (County Road) to Forest Road 233. Delivery of material shall be scheduled to furnish and spread a minimum daily quantity of 500 tons of specified limerock per 8 hour day. Contractor shall stage trucks to provide a maximum of 6 loads per hour on the project site. Government shall not be responsible for costs incurred because of delays caused by excessive delivery. Delivery of limerock will begin approximately August 21, 2000. Material delivery dates shall be coordinated with Forest Service representative. NOTE: This procurement will be based on best value to the Government, price and other factors considered. Quotations will be based on the following criteria: 1) Ability to meet delivery requirements; 2) Price. Evaluation criteria are listed in order of importance. Offeror's quotation shall clearly state how delivery requirements will be met. A best value analysis will be completed by reviewing the Offeror's delivery guarantee and price. If two or more offeror's guarantee delivery in accordance with delivery requirements stated in this solicitation, award will be based on price.
