A -- INTRODUCTION: This is a Small Business and 8(a) Sources Sought
Synopsis and Market Survey to locate qualified small business and 8(a)
sources for the procurement of Integration, Demonstration and
Validation Technology Services to the Air Force Research Laboratory,
Space Vehicles Directorate (AFRL/VS) located at Kirtland AFB, New
Mexico. This procurement does not pertain to any part of AFRL/VS
located at Hanscom AFB, MA. This effort contains two Statements of Work
(SOW). SOW-1 (one award) covers the technical objectives discussed
below and will require performance primarily at the Aerospace
Engineering Facility (AEF) and Bldg. 277 located on Kirtland AFB NM and
some remote locations, such as Holloman AFB NM. SOW-2 (up to 3 awards)
contains the technical objectives discussed below excluding the
requirements to provide integration and facility services, integration
and test at the satellite and satellite system level, and business
development. Performance for SOW-2 will take place primarily at AFRL/VS
facilities (Kirtland AFB NM only). Only one contract and subsequent
task orders will be awarded for SOW-1. The selected offeror for SOW-1
must be able to perform SOW-2, as it will automatically receive a
contract for SOW-2. Up to four Indefinite Delivery, Indefinite Quantity
(IDIQ) type contract(s) with Cost Plus Fixed Fee (Completion individual
task orders) are anticipated. The anticipated contract ceiling is
$49.9M each over a five-year period. The total value of all task orders
issued under all contracts awarded as a result of SOW-1 and SOW-2 will
not total more than $49.9M through the period of performance. Sources
are being sought to assist the AFRL in developing and transitioning
high payoff space technologies in support of future DoD space systems.
Potential small business sources are being sought who can provide a
range of services, either in-house or through prospective
subcontractors. Contract Teaming Arrangements are desirable if they
offer the Government the best combination of performance, cost and
delivery. The new affiliation rule allows a set-aside when there is an
expectation of two or more competitive offers from small business
teams (small business as prime contractor with small and large business
subcontractors) when at least 50% of the services will be performed by
the collective efforts of all small business members of the team. This
also applies to 8(a) teams. Due to the potential of awarding multiple
contracts for this effort, the government will consider setting aside
contracts for 8(a) participation if there are sufficient number of 8(a)
firms/teams found capable of performing the requirements. If the
government anticipates receiving three or more competitive offers from
capable 8(a) firms/teams, then the government reserves the right to
set-aside two contracts for 8(a) participation. If the government
anticipates receiving two competitive offers from capable 8(a)
firms/teams, then the government reserves the right to set-aside one
contract for 8(a) participation. Upon award, all contractors,
regardless of small business or 8(a) status, will be provided a fair
opportunity to receive task orders for SOW-2. Based upon the evaluation
of the responses, the Government reserves the right to set-aside this
acquisition for participation by small businesses and qualifying 8(a)
businesses. B-REQUIREMENTS: AFRL/VS conducts innovative space vehicle
research, development, and transition of advanced power, structures,
mechanisms, optics, and controls technology. The technology areas being
developed include novel power generation and storage systems,
structural acoustics, shock mitigation and whole-spacecraft isolation,
satellite dispensers, servicing technologies, integrated spacecraft
systems control, precision sensing, actuation and mechanisms, vibration
isolation and control, advanced control system concepts, momentum
systems for attitude control, cryocooler systems, innovative structural
concepts, multifunctional structures, deployable and inflatable
structures, composite structures, advanced vehicle structures, and
large deployable space optics. Offerors are encouraged to submit
capability statements, which specifically address their ability to
implement the broad range of services of this effort. Each of the
following services include the above technology areas: (1) Integration
and Test Facility Services -- manage integration and test facilities
used for the fabrication, assembly, integration and test of spacecraft,
missile, and balloon payloads, experiments and technologies and their
component hardware elements. (2) Engineering Services -- provide
systems engineering and engineering services to develop, test, and
field experimental spacecraft, launch vehicle, missile and balloon
payloads, experiments and technologies and their component hardware and
software elements including design, simulation, analysis, and testing
of the components or system. (3) Performance and Mission Analysis --
develop mission requirements, perform mission analyses and conceptual
studies, including hardware performance predictions for experimental
and developmental spacecraft, launch vehicle, missile and balloon
payloads, experiments and technologies. (4) Design, Fabrication and
Assembly -- design, fabrication and assembly of mechanical and
electrical subassemblies, components, subsystems, advanced structures
and manufacturing techniques and specialized test equipment and
fixturing which make-up elements of a developmental or experimental
spacecraft, launch vehicle, missile or balloon payloads, experiments,
and technologies. (5) Integration and Test -- integration and test of
components, subsystems and systems, which make up experimental
spacecraft, launch vehicle, missile and balloon payloads, experiments
and technologies. (6) Mission Services -- preparation, presentation and
execution of technical documentation, test plans and test operations
procedures, including concerns for personnel, facility, experimental
hardware, safety and identification and implementation of improvements
and upgrades. Development and documentation of software to suit
particular test needs. And, (7) Program Management and Administration
-- program manage-ment, information and process management,
configuration management, resource and facility management, and quality
control management. The contractor shall also manage and conduct
business development to promote, with Government approval, the utility
of the AEF to other DOD and non-DOD Federal Government agencies and
commercial entities which would benefit from existing assets at the AEF
and which would provide suitable compensation to the AEF. Business
development can include, but does not have to be limited to, marketing
trips, technical conferences, user conferences, site tours, user
surveys, and site web page. Work performed under any resulting contract
for both SOWs may be classified up to the Top Secret/SCI level. Any
contractor who receives an award must have TS/SCI clearance or be
capable of obtaining this clearance within 30 days of contract/task
order award. It is anticipated that government property will be
furnished as base support and an Organizational Conflict of Interest
clause will be included in all awarded contracts. There will be a
30-day transition period should award be made to other than the
incumbents. C-EVALUATION CRITERIA: Interested/qualified small business
offerors who can provide the requirements in accordance with the
requirements listed in paragraph B above are invited to submit a
written Statement of Capability (SOC). The following criteria will be
used in evaluating all SOCs received in response to this synopsis: (1)
Experience in the past five years in R&D related to technologies
similar to those conducted at AFRL/VS as described in paragraph B --
Requirements above. Include name of program, contract number,
description of product or service, period of performance, customer name
and phone number and contract value; (2) Availability of an adequate
number of qualified personnel to locally support the effort with the
ability to accommodate significant fluctuations in the magnitude of
services based on AF programmatic and monetary variations while
mitigating any significant technical and/or cost impact to the
Government; and, (3) Demonstrate (a) that the small business members of
the team will perform at least 50 percent of the cost of contract
performance; (b) a contract management structure that allows for a
single organization accountable for total performance responsibility;
and, (c) capability to administer and manage a contract (i.e., cost,
technical, schedule) expected to be up to a minimum of $10M per year
including all experience on any type contract during the past five
years (include name of program, contract number, description of product
or service, period of performance, customer name and phone number and
contract value). D-STATEMENT OF CAPABILITY PREPARATION INSTRUCTIONS:
The SOC is limited to 15 pages (12 pitch or larger), single-sided, 8.5
by 11 inch pages. The page limitation does not include resumes. An
original SOC and three copies must be sent to the Contracting Officer
at Det 8, AFRL/PKVI, 2251 Maxwell SE (or via express delivery at 1801
Charlene Drive Bldg. 592) KAFB NM 87117-5821 no later than 1600
(Mountain Daylight Time (MDT)) 21 calendar days after the date this
announcement is posted (or the first federal workday thereafter).
Include in the SOC any other specific and pertinent information as it
pertains to this effort that would enhance the Government's
consideration and evaluation of the information, name and address of
offeror, name, phone and fax number of point of contact(s), CAGE and
SIC codes and cognizant ACO name and phone number. All small businesses
submitting SOCs should indicate whether they are a small, small
disadvantaged (not 8(a) certified), 8(a), or a woman-owned business.
The SIC Code for this effort is 8731, size standard of 1,000 employees.
Submissions by e-mail or fax will not be accepted. LARGE BUSINESS
SHOULD NOT SUBMIT A STATEMENT OF CAPABILITY. E-ADDITIONAL INFORMATION:
Foreign-owned firms are advised they will not be allowed to
participate at the prime contractor level. The operations, research and
test data produced under a resultant contract(s) may contain Military
Critical Technology List (MCTL) information whose export is restricted
by the Export Control Act (Title 22, USC, Section 2751, et seq.) or
the Export Administration Act of 1979, as amended (Title 50, USC, App.
40-1, et seq.). Only those companies who are on the Qualified
Contractors Access List (QCAL) may receive such information. Request
certification and registration from the Defense Logistics Information
Service, Federal Center, 74 Washington Ave., North, Battle Creek MI,
49017-3084 as soon as possible. To be eligible to receive an award of
any contractual document, a firm is to be registered in the DoD Central
Contractor Registration Database. An Ombudsman has been appointed to
hear concerns from potential offerors during the proposal development
phase for this effort. The purpose of the Ombudsman is not to diminish
the authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Before
contacting the Ombudsman, potential offerors should first communicate
with the contracting officer for this acquisition. In those instances
where offerors cannot obtain resolution from the contracting officer,
they are invited to contact the Ombudsman at the Air Force Research
Laboratory (AFRL), Phillips Research Site, Mr. Eugene DeWall, Director
of Contracting, Det 8/PK, 2251 Maxwell Avenue SE, Kirtland AFB, NM
87117-5773 or at (505) 846-4979. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
award process. Availability of any formal solicitation will be
announced separately. This is NOT a Request for Proposal, Invitation
for Bid, or an announcement of a solicitation and no solicitation
