607-6743 The Defense Information Systems Agency (DISA) intends to
issue a competitive solicitation to support the mission of the NCA and
Nuclear C3 Division. This mission is to support the Director, DISA in
his CJCS-chartered role as the US Nuclear C3 System Engineer. The
responsibilities for this role are documented in Chairman, Joint Chiefs
of Staff Instruction (CJCSI) 5119.01. In support of this role, the
division provides support to customers such as ASD(C3I) and the Joint
Staff. The effort to be procured is System Engineering and Technical
Assistance (SETA) including system analysis, system engineering,
vulnerability analysis, program and budget analysis, and ADP-based
analysis support in the area of nuclear C3. It is anticipated that the
CPAF contract will span five years, consisting of a base year and four
option years. Period of performance would commence 06 Dec 00. In each
year the contractor shall produce certain recurring and regularly
published documents. In addition, in each year, one-time topical
reports may be required on analytical subjects that arise from current
issues and customer interests. The contractor shall perform the
analyses required to develop and write the documents and reports. It is
anticipated that the subject matter of the analyses will generally
include: broad assessments and scenario war gaming of nuclear C3 for
current, programmed, and potential US Nuclear C3 System architectures;
detailed trade-off studies of component systems in support of
particular missions; system engineering analyses to improve the mission
performance of component systems and/or groups of systems (e.g.,
satellite communications), or the Nuclear C3 System as a whole;
computer model development, enhancement, and use in support of these
analyses; and development of new C3 concepts. Security considerations
are Top Secret, Top Secret Sensitive Compartmented Information (SCI),
Single Integrated Operations Plan (SIOP) access, and ADP Level I and
