the United States Fish and Wildlife Service, the National Park Service,
Denver Service Center, 12795 West Alameda Parkway, Denver, Colorado
80225, is seeking a qualified firm or team to provide pre-design,
design, and construction management services for projects that are the
responsibility of the Division of Engineering, U.S. Fish and Wildlife
Service, at various locations throughout the United States. The
professional services that may be provided under this contract are of
an architect or engineering nature, as defined by State law, as
applicable, which are required to be performed or approved by a person
licensed, registered, or certified to provide such services. Reference
FAR Clause 52.236-25 Requirement for Registration of Designers (APR
1984). Specific services may include the preparation of conceptual,
schematic, and preliminary design documents as well as construction
documents for new construction and/or rehabilitation of facilities.
This may involve public scoping and programing, site planning/design;
environmental assessments; energy and life cycle/value analysis;
preliminary and detailed cost estimates; preparation of plans and
specifications for bidding purposes; value engineering; and other
associated design services. Construction Management services include
management from construction contract award to final acceptance of
actions required to complete the proposed facility including warranty
period. The services required under these contracts could include all
activities associated with the following identified project types: (1)
Training Center Dormitories; (2) Facilities Mechanical Systems,
including analyses and debugging of large complex campus mechanical
systems; (3) Visitor Centers including exhibitry and audio visual; (4)
Hatcheries and (5) Research Facilities. Project types may also include
but not limited to new and existing facilities such as maintenance
facilities, administrative facilities, roads, parking areas and trails.
REQUIRED DISCIPLINES: Mechanical, Electrical, Civil, and Structural
design/engineering and documentation services; architectural
design/documentation services; and landscape architectural
design/documentation services. Incidental services, e.g. CADD drafting,
word processing, cost estimating, etc. may be required in the
performance of specific task order requirements. All work will be
performed through an Indefinite Delivery/Indefinite Quantity Contract.
The total of all task orders per year will not exceed $2,000,000.00
and each task order will not exceed $500,000.00. The selected firm is
guaranteed a minimum amount of $20,000.00 for each contract period. The
term of each contract shall be one year with possibly four additional
one-year options. The policies and directives of the agency for which
the work will be performed will guide the work. The U. S. Government
has adopted sustainable design as the guiding principle for planning
and development. By definition, this means meeting present needs
without compromising the ability of future generationsto meet their own
needs. In practice, sustainable design utilizes best available
solutions within the design tradition and conserves global resources,
utilizes energy efficiently, recycles materials and waste, and
specifies ecologically responsible methods, practices, and materials in
the construction and operation of Government facilities. In accordance
with Public Law 100-418 and Executive Order 12770, as of January 1994,
all federal design work will be done using the metric system of weights
and measures. Work done under this contract may be subject to this
requirement. The Government will not indemnify the firm selected
against liability involving asbestos or other hazardous materials; that
is, a clause holding the firm harmless will not be included in the
contract. The following criteria shall be used in the evaluation of the
prospective firms and are in descending order of importance: (Note:
This criterion is instead of that published under Note 24). (1)
demonstrated integrity of design on the above listed identified project
types with the U.S. Fish and Wildlife Service, other government natural
resource agencies, or major conservation organizations in the areas of
quality of work, integrated design, cost control, and compliance with
schedules; (2) professional qualifications of the firm which consists
of experience and technical competence of the firm in relationship to
the above identified project types, project management, and proposed
project organization including experience in working together as a
team; (3) specialized experience and technical competence, including
appropriate licensure and/or registration,of proposed key project
personnel in relationship to the identified project types; and (4)
demonstrated experience in sustainable design practices-specifically
experience and technical competence in preparing, developing, and
finalizing designs for facilities that minimize the use of, and the
environmental impact on, the earth's renewable and non-renewable
resources (forest, grasslands, water, solar energy, wind energy, etc.)
and to the earth's managed resources. This includes, to the maximum
extent practicable, specifying the use of recycled content material and
recovered materials, and providing designs for construction that
promote energy conservation, pollution prevention, and waste reduction
. This procurement is subject to the Small Business Demonstration Test
Program, Public Law 100-656 and as such is open to large and small
businesses. To the fullest extent the Government welcomes the
participation of woman and minority owned and operated firms and
encourages large business firms to include small firms as part of their
teams. Small, small disadvantaged, and women-owned small businesses are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses. If the apparent successful
offeror is a large business, it will be required to submit a
subcontracting plan that will separate percentage goals for using small
business concerns and small disadvantagedbusiness concerns as
subcontractors. SUBCONTRACTING PLAN REQUIREMENT -- In accordance with
Public Law 97-507, the A-E firm will be required to provide the maximum
practicable opportunities for small, small disadvantaged, and
women-owned businesses. The selected firm, if a large business, must
comply with FAR 52.219-9 regarding the requirement for a subcontracting
plan on that part of the work it intends to subcontract. The
subcontracting goals for this contract are that a minimum of 15% of the
contractor's intended subcontract amount be placed with small business
(SB), 5% shall be placed with women-owned businesses, and 5% be placed
with Small Disadvantaged Businesses. The subcontracting plan is not
required with this submittal, however, contract award is contingent
upon negotiation of an acceptable subcontracting plan. Firms that meet
the requirements described in this announcement are invited to submit
a Letter of Interest, Standard Form (SF) 254 for each firm and team
Standard Form (SF) 255. Responses must be received before 5:00 p.m.
