E-MAIL: Patricia L Williams, pwilliams@mail.arc.nasa.gov. NASA/ARC plans to issue a Request for Offer (RFO) for Connectivity to National Transparent Optical Network (NTON) Support. This procurement will be awarded in accordance with Midrange Procedures referenced in NFS 1871. NASA/ARC intends to purchase the items from National Transparent Optical Network (NTON) under the authority of 10 USC 2304 (c)(1), Only One Responsible Source. The unique qualifications required are to support distributed high performance communications research and development among US government, industry and university research institutions and for communication incidental to such activities. Network infrastructure supporting OC-48 speeds or greater from Ames Research Center to NASA JPL, NASA GSFC, and Sandia Labs as well as the capability and capacity for future expansion to other sites will be required. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. The deadline for this procurement will be July 25th, 2000. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
