The Air Armament Center (AAC), 46 Test Squadron, Eglin AFB, Florida intends to negotiate, on a sole source basis, under the Authority of 10 U.S.C. 2304 ( c )( 1 ), as set forth in FAR 6.302-1, a time and materials contract for computer maintenance and repair services for the continuing maintenance and technical support of F-16 Block 40/42 40T6 software and hardware developed for the F-16 program office, by Lockheed Martin Aeronautics Co.. Lockheed Martin Aeronautics Co. has developed 40T6 software specifically to meet the needs of the integration of the Common Missile Warning System and other F-16 hardware for integration on a QF-4E drone. Lockheed Martin Aeronautics Co. has all the current updates, upgrades, and patches required for the maintenance, repair and technical support of the 40T6 software and hardware. The successful contractor in this procurement shall be required to correct any error, malfunction or defect in the operation of the software/hardware to enable the software/hardware to materially or substantially perform in accordance with the software and hardware documentation to be provided to the contractor by the Air Force. The contractor shall also provide the current release of the source code and object class code, product defect repairs, enhancements, and new releases, and any documentation for the software products, as they become available from Lockheed Martin Aeronautics Co.. The 46 Test Squadron must have access to: (a) At the request of 46 Test Squadron, the contractor shall perform up to two pseudo Common Missile Warning System Stand Alone Navigation System / Common Missile Warning System Software Integration Laboratory integrations. For planning purposes, two Software Integration Laboratory integration periods for a period of five working days each, including set-up time, shall be included, and (b) The contractor shall provide on-call support for the 46 Test Squadron QF-4 integration, modification and testing to include technical liaison by telephone, fax, e-mail, etc. to resolve problems. On call support also includes assistance in analysis of data and hardware/software failures and identification of corrective actions, and (c) The contractor shall provide on-call support for Group A installation activities of F-16 Block 40 components that will be installed as part of the QF-4 configuration, and (d) The contractor shall provide on-call support for Group B installation activities and other QF-4 activities consisting of answering Common Missile Warning System Interface Memorandums and general consulting, and (e) The contractor shall provide on-site support, if required, at Eglin AFB, FL (this contingency travel is envisioned to be for no more than four periods of five days each), and (f) At Air Force request, the contractor shall travel to any CONUS location in support of the Common Missile Warning System configured QF-4. The performance period is anticipated to be for two (2) consecutive calendar years and one (1) consecutive twelve (12) month potential option period. The Contractor must provide evidence of the ability to provide all proprietary software, and technical knowledge of the products identified in the solicitation. It is the Air Force's belief that this requirement can only be met by Lockheed Martin Aeronautics Co.. All responsible sources may submit a proposal in response to the solicitation by 5 PM Central Standard Time (CST) August 15, 2000 which will be considered by the agency. All responses to this notice must be written. Please refer to number F08635-00-R-0107 in any and all correspondence. Any other firm believing it has the ability to meet the Air Force's requirement must furnish clear and convincing documentation demonstrating their ability to meet, at a minimum, all stated performance and capabilities to accomplish this proposed contract action. A determination by the Air Force not to compete this requirement based upon responses to this notice is solely within the discretion of the Air Force. The Air Force will not pay for preparation or submission of any information submitted in response to this synopsis. The Air Armament Center(AAC) has appointed an Acquisition Ombudsman to hear concerns from offerors or potential offerors during the proposal development phase of an AAC acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Air Force personnel. (You should only contact the Ombudsman with issues or concerns that you cannot satisfactorily resolve with the program manager and/or contracting officer.) When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
