NASA/JSC plans to issue a Request for Quotation (RFQ) for the following: 1) 1 MIL-STD-1553 Bus Analyzer, PASS-3200 (part #P3200-1553- PCI-1); 2) 1 DataXpress Professional, Multiple-User, Multiple I/O, network cable (Part #DX-PRO-AVIONICS-0000); 3)1 PCI-PCI 7-slot PCI ATX mini-tower expansion system (model #2131, SBS 2131 Expansion System); 4) 1 4416 Telemetry Card; 5) 1 DINrail PC with Celeron, 500 MHZ, VGA, 2x RS-232 (COM 1/2) with FIFO, Centronics, bi-directional (LPT 1), 2x USB universal serial interface, PC/104+ extension slot, Flash BIOS, DC/DC converter, housing, Fast Ethernet, COM3/4, LPT2, 128 Bbytes nvSRAM, 128 Mbytes SDRAM, COM1/2: 2x RS-232, COM/COM3 RS232, TMDS LCO interface, 10 Gbyte hard disk, PC card 2 slots, 0 degrees/+55 degrees C; 6) 2 PC Card Slots (Part #PC-Card (PC5xxxxxxCx6x); 7) 2 PC card template (Part # YA-PC5-1); 8) 2 Power supplies; 24 VDC, 54 watts, 110/230 VAC input (Part #PC4-PWR1); 9) 2 Floppy external drives, 3.5" with cable for LPT2, for PC5 and FP5 (Part #PC5-FDC) Thisprocurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from SBS Technologies, Inc. The PC7 is a ruggedized, imbedded controller that will be used to expand the X-38 ground telemetry system. This system must process real-time telemetry from the X-38 spacecraft and provide commanding capability to the ground controllers. The ground telemetry system already uses PC5's and buying and identical unit will eliminate any compatibility problems and the need to develop any additional software. This procurement also includes parts to upgrade an existing PC5. The remaining services will be used to assemble X-38 rapid prototype simulation equipment. A Justification for Other than Full and Open Competition stating a unique source (FAR 6.302-1) is being prepared. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
