This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-15. The resulting award is set aside
for small business set-aside program and/or HUBZone. The SIC is 7699
with a $5 million dollar size standard. Recommended brands are
suggested, if an __or equal__ brand is proposed, specifications are
required. It shall be justified and approved in accordance with FAR
6.303 and 6.304. The following clauses and provisions are incorporated
and will remain in full force in any resultant award: FAR 52.212-1,

reference and applies to this solicitation; The provision52.212-2

and apply to this acquisition; FAR 52.212-5 Contract Terms and

Items (Feb 2000) are incorporated by reference, however, for paragraphs
(b) and (c) the following clauses apply: FAR 52.222-25 Affirmative
Action Compliance (Apr 1984); FAR 52.222-26 Equal Opportunity (Feb
1999); FAR 52.222-35 Affirmative Actions for Veterans and Veterans of
the Vietnam Era (Apr 1999); FAR 52.222-36 Affirmative action for

Responses to this combined synopsis/solicitation must be received via
email, fax, mail or delivery by July 19, 2000 no later than 4:00 PM
Eastern Central Time. Request should be marked with the solicitation
number and addressed to Karen Wenner or Anna Nix. All responsible
sources may submit a quotation, which shall be considered by the
agency. NOTE: SITE VISIT IS SCHEDULED FOR 17 JULY 2000 AT 10:00 FOR
CONTRACTORS, IMMEDIATELY FOLLOWING THE SITE VISIT ON BUILDING 178
(REFERENCE NUMBER F38610-00-P-0111). BOTH SOLICIATIONS ARE SIMILAR IN
SCOPE OF WORK. STATEMENT OF WORK REFERENCE NUMBER F38610-00-P-0114
MONTHLY INSPECTION OF CRANES BUILDING # 543 Contractor must conduct
monthly inspections of each crane, in accordance with AFOSHSTD 91-46,
chapters 5 and 9. Contractor must make a written record of his
inspection of each crane by completing a _Crane Condition Inspection
Report_ form, and a _Crane Maintenance Inspection Report_ form for each
crane/hoist. The forms are available upon request. 1. If the contractor
discovers that a particular hoist/crane has deficiencies, he must
provide a written record of those deficiencies on a "Crane Safety
Inspection Report" for that particular crane. 2. Each completed _Crane
Condition Inspection Report and Crane Maintenance Inspection Report_
must be signed by the Contractor agent/representative who actually
performed the inspection, and must be dated the day the Contractor
completed the inspection on that particular crane/hoist. Similarly,
when the _Crane Safety Inspection Report_ is used, the form must be
signed/dated by the contractor. 3. One copy of each of the completed
reports must be provided to the building custodian and one copy must be
provided to the POC. The Crane Contractor must provide these copies
within five (5) working days after completion of the work. 4.
CONTRACTOR RESPONSIBILITIES: The contractor shall visit building # 543
to become thoroughly familiar with each of the hoists/cranes and to
establish/verify all details/critical dimensions of each of the cranes.
The contractor shall be responsible for observing the design details of
each crane. 5. CONTRACTOR IDENTIFICATION: Contractor and each of his
employees shall wear a badge with their name and the name of their
organization. The identification requirement may also be met by an item
of clothing that clearly displays the contractor/employee name and the
name of their organization. 6. BUILDING CUSTODIAN: The contractor
shall coordinate all work with the approval of the building custodian
in order to avoid conflicting with the building mission. All work must
be performed during normal working hours of building # 543 unless
otherwise requested by the building custodian. 7. SAFETY: The
contractor must comply with Federal Occupational Safety and Health
Standards, Title 29 CAR 19190, Safety and Accident Prevention
requirements specified in AF FAR SUP 52.223.9004 and all safety
precautions associated with technical manuals. 8. ACCIDENTS: The
contractor must report promptly to the Contracting Officer all
available facts relating to each instance of injury to personnel and
damage to government property. The contractor must report any dangerous
conditions immediately to the Contracting Officer and the POC. 9. SIGNS
AND BARRICADES: It shall be the responsibility of the contractor to
erect and maintain warning signs and barricades for the protection of
personnel and material throughout the course of this contract.
Contractor shall take particular care during the weight-testing phase
of each hoist/crane and at the end of each workday when the contractor
leaves the work site over night or through the weekend. No loads shall
be left suspended on any hoist/crane when the contractor is away from
the test area.. 10. FIRE HAZARDS: Contractor shall keep the work site
around each hoist/crane free of rubbish, waste and other miscellaneous
materials. All waste that might constitute a fire hazard shall be
removed at the end of each workday and is the responsibility of the
contractor to provide proper disposal. APPENDIX "A" EAST WORKBAY --

Evaluation -- Commercial Items. As prescribed in 12.301(c), the
Contracting Officer may insert a provision substantially as follows:
Evaluation -- Commercial Items (Jan 1999) (a) The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous
to the Government, price and other factors considered. The following
factors shall be used to evaluate offers:  Price 
Technical Capability to Perform  Past Performance Proposals may
be submitted in hard copy or electronically, either through email or
fax. Regardless of the method of delivery, it is the offeror_s
responsibility to ensure the receipt of the proposal by the time and
date stated on the solicitation. (b) Options. The Government will
evaluate offers for award purposes by adding the total price for all
options to the total price for the basic requirement. The Government
may determine that an offer is unacceptable if the option prices are
significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s). (c) A written notice of award or
acceptance of an offer, mailed or otherwise furnished to the successful
offeror within the time for acceptance specified in the offer, shall
result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept
an offer (or part of an offer), whether or not there are negotiations
after its receipt, unless a written notice of withdrawal is received
