215-1, 7-4 and 7-5 the U.S. Army Alaska is conducting a review of
potential contractor services for performance of activities within the
Directorate of Community Activity Services at the US Army garrison.
The programs under consideration are located at Fort Richardson and
Fort Wainwright Alaska. The major functional areas are the USARAK NAF
Clubs (Down Under, Arctic Oasis, Last Frontier). The purpose of this
notice is to identify and establish initial interest from the vendor
community. Responses are for planning purposes only. There is no
obligation on the part of the government to issue a formal solicitation
as a result of this request and participation in this effort is
strictly voluntary with no cost or obligation to be incurred by the US
Government. Information may be used to help formulate bidder's mailing
lists, acquisition strategies, to include socioeconomic program support
and to help establish commercial practices available to the government.
Companies responding may indicate interestin one or both functional
areas. Services are currently being performed by Government employees
(appropriated and non-appropriated funded). Down Under Club at Fort
Richardson, Alaska: Hours of operation are from 5pm to 3am Friday, and
from 7pm through 2am on Saturdays. There is one full-time employee and
eighteen part-time and flex employees. Provides programs and services:
Operate food, beverage and entertainment program; provide, manage and
direct food and beverage resale operation using RECTRAC! computer
operation to record revenue; promote leisure, recreational and
community activities such as concerts, USO shows, luncheons, soldier &
NCOIC of the month, Experience Alaska Travel Show; provide facility
for use of individuals and units for parties, weddings and other
events; provide dances and DJ services. Last Frontier Club at Fort
Wainwright, Alaska: Hours of operation are Monday through Friday from
11:00am to 1pm. There are three full-time and thirteen part-time or
flex employees. Provides programs and services: Provide food, beverage,
entertainment and meeting rooms; provide a variety of food delivery
systems including "sit down" restaurant, buffet, short order, and self
serve; provide a variety of food types from burgers to steak and
lobster with salads, vegetables and desserts; provide rooms for private
parties and meetings including theme events, weddings, dances and
military events; provide bar services including beer, wines, and hard
liquor mixed drinks; maintain and use RECTRAC! computer system to
record all revenue. Arctic Oasis at Fort Wainwright, Alaska: Hours of
operation are Monday 6pm to 11pm, Friday 7pm to 2am, and Saturday from
9pm to 4am. There is one full-time employee and twelve part-time or
flex employees. Provides programs and services: Provide food, beverage,
entertainment and meeting rooms; provide fast food service; provide
dances and other entertainment with DJ service; provide rooms for
private parties and meetings including theme events, weddings, dances
and military events; provide sports bar environment with large screen
TVs, sports d cor, and satellite TV programming; provide bar service
including beer, wines and hard liquor mixed drinks; maintain and use
RECTRAC! computer system to record all revenue. Any responses to this
notice should include the following information: company name, point of
contact, address, telephone and fax numbers, e-mail address, brief
description of company and capabilities, experience areas, size,
history, awards or certifications received by the company or its
employees, CAGE code and/or tax ID number, and business size category.
Interested parties should provide responses to the market survey
questionnaire that can be accessed on the U.S. Army Alaska, Directorate
of Contracting web site located at http://www.usarak.army.mil/doc/, by
15 August 2000. The Standard Industrial Classification is 5813. The
standard size for small business is $5,000,000. Small businesses will
be expected to demonstrate experience in all areas and good past
performance. All contractors who provide goods/services to the
Department of Defense must be registered in the Central Contractor's
Register (CCR). Award of a DOD contract for solicitations issued after
31 May 98 will not be made unless the contractor is registered in the
