with Public Law 104-262 and 38 U.S.C. 8153. Contractor agrees to
provide a Board Certified Physician in Radiology to and at the VA
Roseburg Healthcare System, 913 Garden Valley Blvd., Roseburg Oregon
97470. Radiologist must be able to start on August 14, 2000. If
candidate is not available to start on August 14, 2000 offeror will be
determined non-responsive, if after award it is determined candidate
cannot start on August 14, 2000 contract shall be terminated for cause
and award shall be made to next lowest offer. Price is an
all-inclusive rate of per diem, travel, and price/cost. The Physician
must: a. Have an unrestricted license in a US state, territory or US
commonwealth; b. Speak English proficiently; c. Provide evidence of
demonstrated current clinical competence to perform appropriate
outpatient care services; d. Be a US citizen; e. Be Board Certified in
Radiology; f. Have a professional degree and education applicable to
medical staff members,e.g., MD, DO; g. Provide evidence of current
professional liability insurance; h. Evidence of current privileges (if
applicable); i. Names of most current employer(s) and two peer
reference contacts; j. Current copy of ACLS and BLS certifications; k.
Be a team player; l. Must be computer literate, as VA Roseburg
Healthcare System utilizes a computerized patient medical record;
Physician to perform, but not limited to the following services: a)
Provide professional (physician) guidance for all necessary diagnostic
radiology services. b) Will be responsible for the handling of films
as part of the interpretation process. c) Provide reading,
interpretation and submission of reports of x-ray film as required by
VA. d) Provide interpretation of plain films, fluoroscopic studies,
contrast studies, procedures, CT scanning, diagnostic ultrasound and
nuclear medicine. e) Perform necessary interventional radiological
procedures to include but not limited to fine needle aspiration biopsy
and others as required. f) Provide consultative services to the VA
Medical Staff. g) The physician must be able to review digital images
at computer work station (it is anticipated that the VA will be going
filmless after October 2000. VA will provide limited training) as well
as reviewing films on the light box. Contractor must provide the
following documentation along with the candidate's information: 1.
Evidence of current TB surveillance status. 2. Evidence of current
Hepatitis B vaccination and titer. 3. If the contract physician is
required to work in an environment that requires a respirator, the
contractor will either provide their physician with a properly fitted
respirator or the contract physician will be required to go through VA
Roseburg's Respiratory Fit Program prior to beginning their
assignment. Nuclear medicine requirements: a) Contractor must have
appropriate certification by the Nuclear Regulatory Commission (NRC) to
allow continued license of the Medical Center's Nuclear Medicine
Services. b) Provider must be qualified to become an authorized user on
our NRC license to perform nuclear medicine studies, including uptake,
dilution, excretion studies (10 CFR 35.100), imaging and localization
studies (10 CFR 35.200), and therapeutic use of Radiopharmaceuticals
(10 CFR 35.300). If not already named on our license the provider must
submit a copy of the NRC agreement or state license which names them
as an authorized user or submit the completed NCR training and
experience forms and completed preceptor statement at least two weeks
prior to providing service. Contractor will provide on call radiologist
coverage during non-work hours to include evenings, nights, weekends
and holidays. Backup coverage must respond to radiological emergencies
within 30 minutes from receipt of notice. Contractor will provide, to
the VA Chief of Staff one point of contact to be notified in the case
of a call back during non-working hours. Failure to respond within 30
minutes will result in the VA going to a non-contract source for
servicesat the Contractor's expense. Average number of callbacks is 2
per week. The contractor will be required to use the hospital computer
system, to include but not limited to checking electronic reports on
a daily basis for accuracy and completeness, writing orders (i.e. Lab,
consults, and admission) and approving patient results via electronic
signature. Solicitation packages will be available after 710/00.
