SOURCES SOUGHT" SYNOPSIS The Installation Business Office-Contracting,
Fort Bragg, North Carolina is currently seeking potential sources for
an OMB Circular A-76 cost comparison study (multifunctional). The
intent of the study is to determine the most efficient and cost
effective method of providing training management and support services
for the Readiness Business Center at Fort Bragg, NC. This notice does
not constitute a commitment by the Government. The study will
determine whether these services should be performed under a contract
with commercial sources or through the federal workforce. A Government
proposal to provide these services is being developed and a contract
may or may not result. In addition to work during normal work hours,
the Contractor shall be prepared to provide support during non-duty
hours, weekends, and holidays as required or upon request in support of
training, mobilization exercises, and actual mobilization missions. The
major functional areas included in thestudy include: RANGE OPERATIONS,
AIRFIELD OPERATIONS, and TRAINING SUPPORT. RANGE OPERATIONS consists
of, but not limited to, range administration, range management, range
safety, and range maintenance at Fort Bragg and Camp MacKall in
accordance with established Fort Bragg procedures and Army Regulation
(AR) 350-1, AR 385-63, AR 5-9, Fort Bragg Reg 350-6, and applicable
Field Manuals (FMs) and Technical Manuals (TMs) to achieve operational
readiness and maximize safe, realistic, and professional training
opportunities in support of Active Components, Reserves, National
Guard, and other services using the Fort Bragg and Camp MacKall
training facilities. Range Administration consists of, but not limited
to, planning, directing, resourcing, range design/development, supply,
and environmental compliance in accordance with AR 350-1, AR 385-63, AR
5-9, and Fort Bragg (FB) Reg 350-6. The Government will provide the
Range Control Officer. Range Management consists of operating the range
facilities at Fort Bragg andCamp MacKall, and the Sandhills Wildlife
Area in accordance with AR 350-1, AR 385-63, and FB Reg 350-6 to
include, but not limited to, providing and maintaining a scheduling and
Air Traffic Control/Ground Firing Section Facility, and operating and
inspecting ranges and training areas. Range Safety consists of
enforcing range safety measures throughout the range/training areas and
facilities and implementing the Range Safety Program in accordance with
AR 385-62, AR 385-63, DA Pamphlet 385-65, Technical Bulletin Medical
524, and Supplement 1 to FORSCOM Regulation 385-63. The Contractor must
ensure all training conducted in the range/training areas of Fort Bragg
and Camp MacKall is safe and in accordance with FB Reg 350-6 24 hours
a day, 7 days a week, 365 days a year. Range Maintenance consists of
providing maintenance and repair support to all facilities to include,
but not limited to, Landing Zones (LZs), Drop Zones (DZs), Flight
Landing Strips (FLSs), Observation Posts (Ops), ranges, and tactical
training areas, and roads and grounds in the range and training areas
on Fort Bragg except the main roads and limited permanent structures
which are the responsibility of the Public Works Business Center.
AIRFIELD OPERATIONS consists of, but not limited to, airfield
management and airfield support in accordance with Federal Aviation
Regulation Part 91, Federal Aviation Regulation Part 93, Federal
Aviation Regulation Part 105, AR 95-2, AR 190-13, AR 380-19, AR 385-95,
FM 1-303, FB Reg 350-6, FB Reg 115-10, XVIII Airborne Corps and Fort
Bragg Aviation SOP, 43rd Wing Operations Order, and 43rd Wing Mission
Guide. Support functions include, but not limited to, base operations,
facility maintenance, airfield services, safety, and operation of the
flight simulation facility. Flight operations at Simmons Army Airfield
(AAF) provides support to MacKall AAF. MacKall AAF has tower operation
and base operations. Airfield Management consists of supporting
Simmons AAF and MacKall AAF to ensure safe and professional operation
and provide maximum training opportunities as well as meet the mission
requirements of the units utilizing the airfields. Simmons AAF is a
Class D airfield with active aviation units located at the facility.
MacKall AAF is a Class D airspace during hours of tower operation,
Class G otherwise. MacKall AAF has no units located at the airfield and
is used primary for training. Airfield Support at both Simmons AAF and
MacKall AAF consists of, but not limited to, flight simulation
instruction, fuel handling (provided by Borrowed Military Manpower),
fire and rescue, and weather. In addition, Simmons AAF maintains a Very
Important Person (VIP) lounge facility, and coordinates VIP
transportation. HAZMAT assistance is provided at Simmons AAF, but it is
a Fire Department responsibility at MacKall AAF. The Fire Department is
on site at both airfields 24 hours a day, 7 days a week, 365 days a
year, but it is the responsibility of the Public Safety Business
Center. The Weather Detachment provides support to both airfields when
they are operational, but it is provided by the U.S. Air Force. Flight
simulation instruction is for both UH-60 and AH-64 pilots for the
active components, Reserves, National Guard, and foreign military in
accordance with AR 95-1, AR 95-2, FORSCOM Reg 350-3, XVIII Airborne
Corps Aviation SOP, appropriate aircrew manuals, appropriate National
Guard Bureau regulations, and FAA regulations. Simulation training
activities include, but are not limited to, developing training
scenarios, preflight, pre/post training administration, planning
data/assistance, flight training and instruction, debrief and
documentation, and coordination for maintenance support. TRAINING
SUPPORT consists of, but not limited to, Department of the Army (DA)
schools, on post and contracted schools, Mobile Training Team Schools,
Reserve component schools, Reserve Component training coordination,
training ammunition, distance learning, training aids, and technical
expertise to Fort Bragg, Camp MacKall, active components, National
Guard, Reserves, and other AR 5-9 customers in accordance with OMB
Circular A-114, OMB Circular A-130, AR 25-1, AR 5-9, AR 5-13, AR
25-400-2, AR 140-145, AR 350-1, AR 350-2, AR 350-4, AR 350-10, AR
350-38, AR 351-1, AR 621-1, FM 25-100, FM 25-101, DA Pam 351-4, DA Pam
710-2-1, DA Pam 350-38, FORSCOM Reg 500-3-1, FORSCOM Reg 500-3-3, FB
140-1, FB Reg 350-15, FB Reg 350-41, FB Reg 700-4, FB Reg 715-1, AR
350-41, Federal Acquisition Regulation, Army Federal Acquisition
Regulation, and Defense Federal Acquisition Regulation. Training
Management consists of providing training management for Fort Bragg
including, but not limited to, DA schools, on post and contracted
schools, Mobile Training Team Schools, Reserve Component schools, and
Reserve Component training coordination. Service shall be provided
during normal duty hours, 0730-1730 hrs, 5 days a week except holidays.
Training Support Services consists of providing training support
services to Fort Bragg, active components, Reserves, National Guard,
and other AR 5-9 customers including, but not limited to, training
ammunition program, distance learning, and training aids, devices and
simulations/simulators (TADSS). NOTE: Additional information is
provided as follows regarding the types of facilities and activities:
Ammo Buildings, Ammo Tables, Range Towers, After Action Review
Buildings, Target Storage Buildings, Planning Bays, Latrines, 90
Ranges, 9 Lakes for Training, 15 Drop Zones, 161,596.07 acres of
Training Areas (Fort Bragg), 70,000 acres of Training Areas (Camp
MacKall), and 141 Facilities. Total number of personnel utilizing these
facilities and ranges is approximately 2.5 million annually. Number of
personnel sent to school for Fiscal Year 1999 was 4,923. Proposal
evaluation will be in accordance with the procedures set forth in OMB
Circular A-76 and Section M of the Request for Proposal,
DAKF40-00-R-0018. RFP issuance date will be announced at a later date.
Any resultant contract is expected to have a performance period
consisting of a base year and four option years. The contract type is
anticipated to be cost plus award fee. A complete technical/management
proposal for each functional area, past performance information, and
cost proposal will be required. The SIC is 8744, Facilities Support
Management Services. For the purpose of determining small business
status for this procurement, the average annual receipts of a concern
and its affiliates for the preceding three fiscal years must not exceed
$5 Million. This is not a request for proposals and no solicitation is
available at this time. The Government will not pay for information
requested nor will it compensate any respondent for any cost incurred
in developing information provided to the Government. Market research
is currently being conducted to determine market practices and the
vendor base capabilities for this requirement. Only small businesses
