Centers for Disease Control and Prevention (CDC) contemplates awarding
a sole source contract to Population Services International (PSI) to
conduct HIV/AIDS related social marketing program interventions and/or
provide country social marketing expertise in the following African
countries: Botswana, Nigeria, Mozambique, South Africa and Zimbabwe.
The purpose of this contract is to focus on social marketing of
critical public health "products" that are appropriate and timely for
the setting (male and/or female condoms, STI treatment drugs, STI
diagnostic products, etc.) and the "social marketing" of messages and
public health concepts. Social marketing employs commercial marketing
techniques (including environmental scanning and knowledge, attitudes,
practices studies (KAPS) and the resources of the local private sector
to sell essential health products at low prices and to create and
increase demand for them. The intent is to make urgently needed health
products widely available and affordable to all those who need them.
Social marketing will be used in the distribution and promotion of
public health products. PSI is the largest non-profit distributor of
family planning products in the developing world. The contractor must
have extensive experience in designing, developing, and operating AIDS
prevention, maternal and child health, family planning, and
micronutrient programs in Botswana, Nigeria, Mozambique, South Africa
and Zimbabwe among other developing countries. The prospective
contractor's current activities include the social marketing and
promotion of health products in the private sector at prices affordable
to lower income people. The contractor should have products to include
a variety of condoms for HIV/AIDS prevention, antibiotics for curing
sexually transmitted diseases (STDs), contraceptives for family
planning and birth spacing, oral rehydration salts to combat
dehydration from diarrheal disease, insecticide-treated mosquito nets
for malaria control, and iodized salt to combat iodine deficiency
disorder. In addition, the contractor should have the capability of
designing and producing generic communication and education campaigns
to motivate target groups to adopt prudent health practices. The
contract period of performance will five years from the contract award
date. The intended contract is for services for which the Government
intends to acquire from one source under the authority of 41 U.S.C. 253
(c)(1). PSI is believed to be the only private international social
marketing entity that focuses on serving lower income people, and that
distributes a wide range of products for so many types of health
interventions. The Government knows of only one qualified source
capable of providing the required services. This is not a request for

shall also submit a brief capability statement indicating their
capabilities to perform this service. This information shall be

provide the required information within 15 calendar days from date of
the publication of this announcement will be considered not responsive
to this announcement and no information will be provided. All
responsible sources that meet the above requirements may submit a
