Leach, (937) 865-3741, or FAX (937) 865-3816 This Sources Sought Notice is issued by BWXT of Ohio, Inc.(BWXTO), Prime contractor to the Department of Energy (DOE) under prime contract DE-AC24-97OH20044 to identify potential sources who are interested in submitting comments on a RFI concerning the potential outsourcing of the Radiological Instrumentation Calibration Operation at the Miamisburg, Ohio Mound site. The effort required for the operation of the Radiological Instrumentation Calibration Operation is extensive and critical to the successful Mound Exit Project. The management of this operation shall be in accordance with Title 10 CFR 835; American National Standards Institute (ANSI N323); and, 10 CFR 835.120) through the implementation of Mound Technical Manual 10215 operating procedures. Specifically, the responsibilities of the Radiological Instrumentation Calibration function include, but not limited to, the following: Ensure that all Mound field instrumentation is operable; Troubleshoot and repair of radiation monitoring equipment; Calibration of radiation monitoring equipment; Maintenance of instrument tracking database; Perform "as found" reading on instrumentation; Conduct performance testing of instrumentation; Develop procurement specifications for new instrumentation; Conduct validation and verification on new instrumentation; Maintain source control and tracking; Provide technical support to the Projects; Establish and maintain spare parts inventory Control and maintain facility security. Since the outsourcing of this function may eventually lead to the commercialization of the Radiological Instrumentation Calibration function it is our intent, at this time, to require all Offerors to possess or demonstrate the ability to obtain all federal, state and local licenses required for the handling and possession of various radioactive sources. Because of the security requirements Offerors must either have or be capable of receiving a positive Foreign Ownership, Control, or Influence (FOCI) determination. The RFI will seek industry comments relative to: Contracting methodology (type of contract); Technical Risk assessment and suggestions on risk mitigation; Suggestions for transition to commercial operation; Ways to ensure that if function is commercialized BWXTO mission will not be compromised; Suggestions on how to ensure that commercial work does not contaminate BWXTO instruments and vice versa; Use of the present workforce. The release of the RFI is currently scheduled for release in late July or early August, 2000.
