R -- SEEKER/SENSOR CAPTIVE FLIGHT TEST (CFT) AND SIGNATURE DATA The Air Armament Center, Joint Munitions Test and Evaluation Program Office, Project CHICKEN LITTLE (CL), Eglin AFB FL intends to conduct a seeker/sensor captive flight test (CFT) and signature data collection during the period of January to March 2001. The test will be conducted at Camp Grayling, Mi. The testing events will utilize foreign and domestic, classified and unclassified, ground mobile vehicles including relocatable surface-to-surface, and surface-to-air missile systems as test items in a static and dynamic environment intended to gather seeker/sensor system performance and/or signature data for analysis and algorithm development. This is an invitation to government and industry for participation in this testing activity. Participants must provide all necessary aerial platforms, hardware/software systems including seeker/sensor instrumentation, and all personnel to accomplish the complete set of data collection missions. Offerors will be responsible for providing all necessary insurance for personnel and hardware, hold harmless agreements, etc., to conduct activities on a US Government installation. It is CL policy that data collected and retained during this event will be protected as propriety and securely stored at the appropriate classification level(s) and will be included in the on-going CL databasing activity. Data will not be released/disseminated without consent of the owner/sponsor of the hardware. Participating offerors will be invited to sign a Statement of Capability (SOC) with CL. This SOC will define the basis for participation and identify specific requirements to be satisfied by the offeror and the Government. Additional costs for identified participants as a result of this solicitation will be allocated to each participant based on the individual additional costs for their participation. Offerors will be required to have established security clearances for all involved personnel at the time of SOC signature. A planning meeting will be held at 08:30hrs, 10/11 August 2000 at Litton/TASC, 1992 Lewis Turner Boulevard, Fort Walton Beach FL. Interested participants are encouraged to attend the planning meeting with qualified individual(s) representing your organizations interests in potentially participating. Since this is not a request for a formal contract award, there will be no Request for Proposal, nor will any binding selection criteria be prepared. Participation under the SOC is not subject to the Contracts Dispute Act of 1978 and not subject to arbitration or dispute.
