DESC: This project is unrestricted. This project is to contract for
the lease of up to twenty-seven Class IV sedans utilizing Alternative
Fuel (AF) with extended range package for the Naval District
Washington. The estimated yearly mileage for each vehicle is 20,000
miles. The Standard Industrial Classification (SIC) code is 7515 and
the Small Business size Standard is $18.5 million. All vehicles shall
conform to the "National Traffic Motor Safety Act of 1966." As a
minimum the Contractor provided vehicles would meet all Federal
Standards. Sedans shall be a four- (4) door model utilizing alternative
fuel with extended range package and upgraded interiors. The Contractor
shall provide a minimum vehicle warranty of 24 months or 24,000 miles.
The Contractor shall be responsible for all repairs that are covered
by the warranty and any repairs resulting from factory recall. In the
event a warranty repair or factory recall causes the Government to lose
use of the vehicle for more than three (3) working days(Monday thru
Friday), the Contractor shall provide a vehicle of similar type and age
at no additional cost to the Government. In the event that a substitute
vehicle is unavailable, the daily costs beyond three days will be
deducted from the monthly invoices. This procurement will be conducted
utilizing sealed bid procedures. The Contractor will be selected based
on the lowest responsible, responsive bid to the Government. The
contract performance period is one (1) year (12 months) with one (1
year) option period, for a combined total of twenty-four months or two
(2) years. Solicitation will be issued on or about July 25, 2000 and
will not be available until that date for downloading. Proposals will
be due 30 days from date of issuance of solicitation. Per the Debt
Collection Improvement Act of 1996, the Defense Federal Acquisition
Regulation Supplement (DFARS) has been amended to require all
contractors to register in the department of defense (DoD) Central
Contractor Registration (CCR) database. Be advised that failure to
register in the CCR makes an offeror ineligible for award of a DoD
contracts Information regarding this registration may be obtained by
accessing our website at www.ccr2000.com or by referring to DFARS
Subpart 204.73. Offerors should submit verification of their firm's
registration in the CCR database with their proposal. THIS SOLICITATION
IS ADVERTISED ON AN UNRESTRICTED BASIS. In accordance with FAR
5.102(a)(7), the solicitation will be available for download free of
charge via the internet World Wide Web at http://esol.navfac.navy.mil
