synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Quotations (RFQ) for the design and construction of a metal
building with interior clear space. Included in the base bid are the
air conditioning and heating, site utilities, fire detection and
suppression systems, interior lighting, a 30'x 10' driveway for access
into the building from the parking lot elevation to building slab
elevation, and storm drainage. One of three alternates will be awarded.
Base 1 -- Building of 100'x150' with no interior columns. 1A -- With
standing seam roof construction. Base 2 -- Building of 100'x125' with
no interior columns. 2A -- With standing seam roof construction. Base
3 -- Building of 100'x100' with no interior columns. 3A -- With
standing seam roof construction. Each base or alternate shall include
adequate power and fire suppression/detection utilities to accommodate
future expansion to an air conditioned building size of 100'x 300'.
Only one building will be constructed. A detailed Scope of Work may be

Specifications and Wage Determination may be obtained by calling
Frances Davidson at 281-483-4176 or FAX 281-483-9741. The provisions
and clauses in the RFQ are those in effect through FAC 97-18. The SIC
code and the small business size standard for this procurement are
1541-General Contractors- Industrial Buildings and Warehouses, and
$17.0 million on the average annual receipts for the past three years
respectively. The offeror shall state in their offer their size status
for this procurement. All qualified responsible business sources may
submit an offer which shall be considered by the agency. The DPAS
rating for this procurement is DO-C2. A site visit is scheduled for
July 18, 2000, 10:00 A. M., Building 45, Room 747G, Johnson Space
Center. Questions regarding this acquisition must be submitted in
writing no later than Close of Business (COB), July 20, 2000 to Frances
Davidson at 281-483-4176 or FAX 281-483-9741. Offers for the items(s)
described above are due by 4:00 P.M. CST on August 4, 2000 and
delivered to Building 45, Room 724, Johnson Space Center or mailed to
NASA/Johnson Space Center, Attn: Frances Davidson, Mail Code: BJ33,
2101 NASA Road 1, Houston, TX 77058-3696. Offer must include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Offerors are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

the end product(s) offered is other than domestic end product(s) as
defined in the clause entitled "Buy American Act -- Supplies," the
offeror shall so state and shall list the country of origin. FAR
52.212-5 is applicable and the following identified clauses are
incorporated by reference: 52.222-26, 52.222-37, and 52.232-34. The FAR

Acquisition Regulation (FAR) clauses for construction apply to the
installation of the building if it is assembled on site, the air
conditioning and heating, site utilities, fire detection and
suppression systems, interior lighting, driveway and storm drainage.
Wage Determination TX000010 dated 06/02/2000 and Safety Requirements
for Construction Contractor Safety Plan are also applicable. A twenty
percent Bid Bond is required with each proposal. Performance and
Payment Bonds are required from the successful offeror at the time of
award. Technical acceptability will be determined by information
submitted by the offeror providing a description in sufficient detail
to show that the product offered meets the Government's requirement.
Award will be based upon overall best value to the Government, with
consideration given to the factors of proposed technical merits, price,
and past performance; other critical requirements (i.e., delivery) if
so stated in the solicitation will also be considered. Unless otherwise
stated in the solicitation, for selection purposes, technical, price,
and past performance are essentially equal in importance. It is
critical that offerors provide adequate detail to allow evaluation of
their offer. (SEE FAR 52.212-1(b)). Offerors must include completed
copies of the provision at 52.212-3, Offeror Representations and
Certifications -- Commercial Items with their offer. These may be
obtained via the internet at URL:

representations and certifications will be incorporated by reference in
any resultant contract. An ombudsman has been appointed -- See NASA
